Finance Manager
Position Circumstances

Duties & Responsibilities:
- Provide financial management support to the project(s) and assist in preparing all contract types, including Financing Arrangements
- Monitor project budgets, expenditures, obligations, open receivables and ensure compliance with approved contract values
- Prepare financial calculations for project budget changes, co-financing arrangements, new or follow-up projects, and contribute to annual financial reporting and forecasting for commissioning parties and donors
- Guide teams in planning and monitoring activity budgets
- Ensure high-quality administrative procedures, support audit preparations and internal control processes
- Contribute to improving efficient and compliant workflows and support coordination between project teams and country office/service unit structures
- Handle financial queries and coordinate financial communication with relevant units at GIZ Headquarters, Country Office and within the Service Unit
- Support the review and implementation of shared cost allocation models within an office community
- Work closely within the Finance Manager pool and ensure knowledge sharing across projects
Expected Profile of Candidates
Languages:
- English - Fluent
- Khmer is preferred
- German is preferred
Qualifications:
- Bachelor's Degree in administrative or economic sciences/business studies or comparable qualification
Work History:
- Professional experience in the field of financial management within GIZ or other organisations (required), knowledge of GIZ systems and procedures and international experience is an advantage for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Profound experience in multi-faceted financial tasks, regarding the preparation of higher value tenders, financial management of co-financing and financial contributions
- Good knowledge of results-oriented finance monitoring and its integration with key financial information
- In-depth knowledge of SAP and Microsoft applications, very strong MS Excel skills are required
Soft Skills
- Strong communication and advisory skills in combination with a proactive way of working, as well as enjoyment of working on and solving difficult issues
- Commitment, team spirit, reliability, diplomatic skills, gender competence and intercultural understanding
- Ability to think and act strategically and analytically, as well as quick comprehension and an eye for the essentials
- Business fluent English skills are required, German or Khmer is an advantage
