National Consultant to provide technical support and guidance on implementation and analysis of 2025 Biological and Behavioral Survey Lite (BBS Lite) among Men who have sex with men (MSM) and Transgender Women (TGW) in Cambodia (short term 20 working days)

DURATION
The consultancy is expected to be completed within six months from the start date (total 20 working days)
OBJECTIVES
The main purpose of this consultancy is to provide technical support and guidance on protocol development, review questionnaire, planning, implementation, quality assurance, analysis, slide presentation and to prepare the report of national BBS-Lite among MSM and TGW in Cambodia. The emphasis of the assignment will be on technical assistance for timely implementation of BBS Lite in quality assured manner to understand emerging and evolving risks, vulnerabilities, inequalities among MSM and TGW in Cambodia.
The findings from BBS Lite will be instrumental to inform and guide the programmers for the improved access to and provision of HIV services, mental health, and other health services for prevention and treatment of co-morbidities.
The objective of the assignment
- This consultancy service aims to provide technical support to NCHADS to conduct 2025-2026 BBS Lite among MSM and TGW in Cambodia by providing technical support on 1) protocol and questionnaire development, 2) survey implementation, data collection and analysis, 3) summary slide presentation and 4) final report writing.
- Collaborate with the BBS Lite Technical Working Group (TWG), led by the Chief of the NCHADS Surveillance Unit, to review the current dynamics of sex work, sexual behavior and health seeking behavior etc. in Cambodia and recommend appropriate scientific methodologies.
- KEY RESPONSIBILITIES OF THE INTERNATIONAL CONSULTANT (PLS REFER TO ATTACHED OF TOR)
- Protocol and questionnaire development: Ensure scientifically sound and ethically compliant protocols and questionnaires that capture behavioral dynamics, emerging risks, stigma, violence, and access to HIV and health services.
- Survey Implementation and Quality Assurance: Support training, supervision, and real-time monitoring of data collection to maintain high-quality standards. Ensure robust quality assurance mechanisms, including real-time monitoring, interviewer performance checks, and adherence to ethical standards throughout data collection and analysis.
- Data Management and Analysis: Guide systematic data cleaning, validation, and advanced statistical analysis to produce actionable insights.
- Reporting and Dissemination: Prepare a clear, evidence-based technical report and slide presentation for stakeholders, ensuring findings inform programmatic decisions and policy.

- Master's Degree in Public Health or Epidemiology or Statistics from a recognized university
- Advanced knowledge and experience in conducting IBBS or BBS Lite among the KP population (MSM, TGW, FEWs, or PWUD/PWID) and KP population size estimation in Cambodia, particularly in Asia Pacific settings.
- Robust knowledge of statistical analysis tools
- Experience in developing protocols, questionnaire and implementation guidance using multiple data sources and approaches.
- Strong facilitation, communications, training, writing, and presentation skills
