Summary
Objectives of the Assignment
The primary objectives of this assignment are to:
- Assess the technical, financial, and operational feasibility of establishing the proposed fruit Industrial Park (FIP) and its Cold Chain Facility.
- Develop bankable business plan(s) for fruit industrial park and cold chain service to attract national and international investors.
- Provide clear recommendations and an actionable implementation roadmap to guide investment, development, and operational phases.
`Scope of Work
The consulting firm or consortium is expected to assess the technical, commercial, financial, environmental, social, legal, and regulatory feasibility of establishing a Fruit Industrial Park (FIP) and a business plan for its Cold Chain Facility Service in Kampong Speu province. As part of the feasibility study for the FIP and its cold chain services, each element is expected to cover, but not be limited to, the following details:
- Fruit Industrial Park Feasibility with Integrated Cold Chain Facility
- Market Analysis and Demand Assessment
- Technical Feasibility and Master Planning
- Financial Feasibility and Investment Analysis
- Environmental and Social Impact Assessment (ESIA)
- Legal and Regulatory Feasibility
- Operation management Plan
- Investor and Tenant Engagement Strategy
- Recommendations and Roadmap
- Bankable Business plan(s) for FIP and Cold Chain Facility Service

Eligibility
- Lead Firm / Consortium
- At least 10-year proven track record in conducting feasibility studies for industrial parks, special economic zones, agro-processing, or logistics projects in developing or emerging markets
- Demonstrated experience in financial modeling, master planning, and business plan development, experiences in agro-processing sector
- Strong understanding of Cambodia's regulatory, investment, and agricultural landscape, especially value-added processing, with demonstrated a strong network with regional and local food processing industry players in Cambodia and other countries in the region
- Demonstrate strong knowledge and experience in Cambodia fruit sector
- Demonstrated extensive professional networks with local and offshore investors within agri-food processing sectors is a plus.
- Demonstrated high-level stakeholder management skills, including professional experience working with the private sector (SMEs, multinational enterprises, and investors) and RGC partners (preferably MEF and CDC) on the investment process. This includes providing guidance on legal and regulatory frameworks, investment incentives, and market entry strategies.
- Demonstrated knowledge and experience implementing Gender Equality, Disability, and Social Inclusion (GEDSI) principles into programming.
- individual key experts are required to demonstrate at least five years of professional experience in their respective specializations with proven track record in conducting feasibility studies and bankable business plans for industrial parks, special economic zones, agro-processing, or logistics projects in developing or emerging markets
