The Cooperation Committee for Cambodia (CCC), a leading membership-based organization for domestic and foreign organizations in Cambodia, has played an important role since 1990. CCC has actively worked over three decades as an enabling agent to facilitate the collective efforts, institutional governance, and accountable actions for CSOs to advance the pace of democratic and sustainable development in Cambodia. The new implementation of its fifth phase Governance Hub Program (GHP 2024-2028) under the vision of sustainable and democratic development in Cambodia.

In the digital age, social media has become a powerful tool for communication, information sharing, and community engagement. However, it also presents risks such as misinformation, online scams, privacy breaches, and cyberbullying. In Cambodia, the rapid growth of internet users has increased vulnerability to these risks, especially among youth and rural communities. Social media platforms like Facebook, TikTok, and YouTube have made it easier than ever for people to access and share information. But alongside these benefits comes a growing challenge: the rapid spread of fake news.

The impact of misinformation is far-reaching. It can damage trust in institutions, disrupt social harmony, and escalate tensions between communities. Civil society increasingly concerned about how fake news, disinformation, and misinformation, affects public understanding and national stability.

To address this urgent issue, CCC has received support from Oxfam in Cambodia to implement a project called, Recentering the Civic Internet through Partner Engagement (ReCIPE) for three-year (2024-2026), CCC is taking proactive steps by hiring a skilled and credible online influencer. This initiative aims to raise public awareness on digital safety, online security, and the importance of verify information before sharing it.

SHORT TERM : Consultant

Objective:

There are two main objectives:

  • To enhance public understanding and practices around digital safety and security, and to reduce the spread of fake news on social media platforms through targeted awareness-raising activities.
  • Build the capacity of the 5 Voluntary Youth Ambassador Program (VYAP) team members of CCC to be a key agent of enhance the public awareness raising activities.

Key Expected Outcomes and Deliverables:

  • Increased awareness among target communities on digital safety and online security.
  • Improved public understanding of how to identify and avoid fake news.
  • Distribution of educational materials
  • Produced at least 2 videos for posting on social media
  • Conducted a training session and coaching support to the 5 VYAP members
  • A final report summarizing activities, reach, and impact.

Key Tasks and Responsibilities:

The selected consultant/organization will be responsible for:

  • Designing and creating contents of two awareness videos for posting on social media.
  • Designing training contents to provide capacity strengthening to 5 VYAP members.
  • Conducting a training to VYAP members on digital safety and security, and to reduce the spread of fake news on social media.
  • Supporting VYAP to organize at least one online campaign to promote public awareness.
  • Monitoring and documenting the effectiveness of the social media campaign.
  • Submitting a final report with recommendations for future initiatives.

Budget and payment:

The budget is USD 1,200 (included tax 15%). Payment schedule:

  • 30% upon signing the contract and agreeing on the proposed awareness raising contents.
  • 50% upon completing the training to VYAP.
  • 20% upon submission of final report and all deliverables.

Bidder Eligibility

  • The consultant/organization should have:
  • Proven experience in digital literacy, media education, or cybersecurity awareness.
  • Strong understanding of Cambodia’s media landscape and misinformation trends.
  • Strong communication and facilitation skills.
  • Experience working with Cambodian communities, especially youth and rural populations.
  • Ability to produce engaging and accessible educational content.
  • Fluency in Khmer and working knowledge of English.

Submission Requirements

Interested candidates should submit Expression of Interest (EOI) to the Cooperation Committee for Cambodia (CCC) by 23 September 2025 to email provided in the contact details. The EOI should include: proposed clear practical methodology; proposed relevant documents, detailed timeframe; and demonstrate how the applicant addresses the selection criteria. Applicants should also include a copy of his or her CV or team members’ CVs.
