Program Manager
Location: Phnom Penh, Cambodia – with travel to the provinces required
Reporting to: Operations Director
Probationary Period: 3 months
Contract Duration 12 months
The Program Manager is responsible for the development and implementation of Marie Stopes International Cambodia’s (MSIC) service delivery programs. The Program Manager will be responsible for the development and management of sexual and reproductive health programs to ensure women and men in Cambodia can have children by choice and not chance. S/he work collaboratively and across all existing channels to achieve MSIC’s mission and goals
- Program Delivery and donor compliance
- Oversee development and implementation of program and project delivery plans in alignment with MSI Success Models and MSI Global Policies to increase access to high-quality family planning and safe abortion information and services for Cambodian people.
- Work with heads of other departments to ensure delivery of evidence based sexual and reproductive health programs in accordance with MSI global standards.
- Ensure integration of channel strategies and plans with marketing, social behaviour change and clinical quality objectives, as well as key cross cutting matters such as gender responsiveness, youth, disability and child protection.
- Effective budget management including monitoring expenditure, mitigating over-and-under spending, ensuring donor compliance and contribution to quarterly forecasting and performance analysis.
- Ensure all donor requirements, including reporting and outputs are delivered according to stated objectives, within budget and with full donor compliance and oversee donor reporting requirements, ensuring all reports are accurate, high quality and meet deadlines.
- Ensure data reporting is accurate and data validation processes are in place.
- Effective lead Marie Stopes Ladies Channel
- Oversee the channel in alignment with MSI Success Models (SUMO) and MSI Global Policies to increase access to high-quality family planning and safe abortion information and services for Cambodian people.
- Ensure data reporting is accurate and data validation processes are in place.
- Effective cross-channel and inter-department engagement
- Work in collaboration across all departments (centres, marketing, finance, HR etc) to support the achievement of allocated channel deliverables.
- Provide input to all aspects of MSIC programming through participating in channel working group meetings.
- In collaboration with the SMT, manage and develop diverse internal and external stakeholder relationships in line with MSIC stakeholder engagement strategy.
- Support SMT team members in negotiations for partnerships with key stakeholders for current output delivery and for increased project delivery scope.
- Cross Cutting Issues
- Lead and coordinate team to implement cross cutting matters such as gender responsiveness, youth, disability and child protection and Diversity Equality inclusion (DEI) strategy.
- Review existing cross cutting strategy and update next strategy.
- Ensure fraud systems are maintained and any potential fraud/misuse is communicated to Finance Director/Country Director immediately.
- Other responsibilities as requested by Operation Director.
- Qualification/Skill and Experience:
- Bachelor level qualifications or equivalent experience in public health, social science, economics, development, or related field.
- Experience in program management role is required, preferably in international development or the health sector; ideally in a sector that includes private sector engagement.
- Strong knowledge of health issues especially reproductive health would be highly advantageous.
- Diversity and Inclusive, SGBV, disability experiences would be highly advantageous.
- Strong networking skills required.
- Excellent communication skills are required particularly around negotiation and influencing.
- Strong English written and verbal communication skills.
- Fluency in Khmer, written and verbal.
- A strong track record in achieving both donors’ commitment, financial and non-financial targets.

Project Coordinator
The position is for Marie Stopes Ladies
Reporting to: Program Manager with a dotted line to Community Partnership Marketing Lead
Probationary Period: 3 Months
Contract Duration 12 months
The Project Coordinator is primarily responsible for coordinating on administration activities for the MSI Cambodia (MSIC)MS Ladies channel, selling commodities to MS Ladies and supporting building partnerships for MS Ladies network.
- Coordination of MS Lady service data reporting and review
- Ensure timely submission of monthly service reports from MS Ladies
- Collect and review service data from MS Ladies by month against prior trends and investigate any anomalies.
- Support MS Ladies to ensure all records (client health record and consent forms) are stored properly and confidently at MSL’s facility.
- Submit the reports collected from MS Ladies to the Program Manager in a timely manner and keep hard and soft copy files properly
- Undertake spot checks to review consistency of service data, client record forms and consent forms if required
- Conduct semesterly data validation to all MS ladies
- Commodity sales and stock management
- Collate stock orders weekly and send to Stock Officer and Finance
- Work with MSIC Finance and Stock Officer to ensure MSL stock requests are received, filled and paid for in a timely manner
- Follow sales guidance and sales flow developed
- Produce stock forecasting for the Finance and Stock Officer and Partnerships team as requested
- Coordination of MSL support
- Support in communicating with MSLs to share information that will enhance their SRH service quality, service reach and service sustainability (e.g. improve their business)
- Coordinate MSLs to participate in online and face-to-face training and events
- Support in managing correspondence in MSLs online groups
- Assess further support MSIC could offer MSLs and implement this support with guidance from the Partnerships Director.
- Provide support to the clinical quality team as needed
- Support MS Ladies Community Awareness Raising and Referrals
- Plan community awareness activities and identify promotional materials required.
- Plan monthly referral network visits to cultivate relationship within potential partners by liaising with Referral Agent and MS Ladies.
- Recruit new Referral Agents/Partners as required
- Review the performance and feedback of the referral networks and takes immediate actions
- Build strong relationships with MS Ladies for community engagement activities to raise awareness and generate demands for service uptake at MS Ladies facilities.
- Provide administrative support for the community awareness raising activities/events.
- Qualification/Skill and Experience:
- Bachelor degree or equivalent experience
- Fluent in Khmer both oral and written (high level)
- English oral and written (medium level)
- Computer literate and experience with systems
- Ability to use mobile app and/or other systems to extract report, review and analysis data
- Approachable with strong interpersonal & listening skills
- Demonstrated good relationship building experience
- Strong time management and organisation skills with the ability to prioritise effectively
