Senior HRM Specialist
Position Summary
The Senior HRM Specialist will be responsible for overseeing all human resource functions, including talent acquisition, employee relations, training and development, performance management, and policy implementation. The role requires a strategic leader who can drive HR initiatives that enhance employee engagement, organizational performance, and compliance with labour regulations
Reporting & Supervision
- Reports directly to the Executive Director of SDF.
- Works closely with department heads to implement HR strategies across all divisions.
- Strategic HR Leadership
- Develop and implement HR strategies that align with SDF’s mission and workforce needs.
- Lead workforce planning to ensure SDF has the right talent in place to support institutional growth.
- Establish an HR roadmap for talent development, succession planning, and leadership pipeline building.
- Develop a cultural change by implementing an employee engagement program.
- . Talent Acquisition & Retention
- Design and implement recruitment strategies to attract, hire, and retain top talent.
- Develop onboarding programs to ensure smooth integration of new employees.
- Enhance employer branding to position SDF as a preferred workplace in the skills development sector.
- Employee Relations & Performance Management
- Develop and oversee performance evaluation frameworks to drive accountability and productivity.
- Implement policies and programs that foster a positive workplace culture and employee engagement.
- Handle conflict resolution and employee grievance management in alignment with labour laws.
- Learning & Development
- Identify skill gaps and implement employee training and professional development programs.
- Design leadership and capacity-building initiatives to enhance employee career progression.
- Collaborate with training providers and industry experts to ensure relevant and impactful training.
- Compensation, Benefits & Compliance
- Design and implement competitive salary structures, benefits programs, and incentive schemes.
- Ensure HR policies comply with Cambodian labour laws and international best practices.
- Monitor and update HR regulations and ensure compliance with ethical employment standards.
- HR Digitalization & Analytics
- Implement HR technology solutions for efficient payroll, attendance tracking, and performance management.
- Utilize data analytics for workforce planning and decision-making.
- Develop HR dashboards to track key HR metrics and provide insights for leadership.
- Bachelor’s or master’s degree in human resource management, Business Administration, or a related field.
- Minimum of 7 years of HRM experience, preferably in the development or corporate sector.
- Good communication, creativity, critical thinking, and problem-solving skills.
- Ability to work in a team independently.
- Positive attitudes, strong commitment, and the ability to handle multitasking; and
- Good command of Khmer and English, both oral and written (Chinese is a plus).

- Excellent communication, negotiation, and problem-solving abilities.
