Who are we?

The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 169 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amounting to 14.28 million USD worth of training grants for 32,826 trainees (34% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers’ satisfaction, and the salary of a graduate average of $246. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.

With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.

Position Summary

Position Summary

The Senior HRM Specialist will be responsible for overseeing all human resource functions, including talent acquisition, employee relations, training and development, performance management, and policy implementation. The role requires a strategic leader who can drive HR initiatives that enhance employee engagement, organizational performance, and compliance with labour regulations

Reporting & Supervision

  • Reports directly to the Executive Director of SDF.
  • Works closely with department heads to implement HR strategies across all divisions.
Expectations - Duties, Responsibilities
  • Strategic HR Leadership
  • Develop and implement HR strategies that align with SDF’s mission and workforce needs.
  • Lead workforce planning to ensure SDF has the right talent in place to support institutional growth.
  • Establish an HR roadmap for talent development, succession planning, and leadership pipeline building.
  • Develop a cultural change by implementing an employee engagement program.
  • . Talent Acquisition & Retention
  • Design and implement recruitment strategies to attract, hire, and retain top talent.
  • Develop onboarding programs to ensure smooth integration of new employees.
  • Enhance employer branding to position SDF as a preferred workplace in the skills development sector.
  • Employee Relations & Performance Management
  • Develop and oversee performance evaluation frameworks to drive accountability and productivity.
  • Implement policies and programs that foster a positive workplace culture and employee engagement.
  • Handle conflict resolution and employee grievance management in alignment with labour laws.
  • Learning & Development
  • Identify skill gaps and implement employee training and professional development programs.
  • Design leadership and capacity-building initiatives to enhance employee career progression.
  • Collaborate with training providers and industry experts to ensure relevant and impactful training.
  • Compensation, Benefits & Compliance
  • Design and implement competitive salary structures, benefits programs, and incentive schemes.
  • Ensure HR policies comply with Cambodian labour laws and international best practices.
  • Monitor and update HR regulations and ensure compliance with ethical employment standards.
  • HR Digitalization & Analytics
  • Implement HR technology solutions for efficient payroll, attendance tracking, and performance management.
  • Utilize data analytics for workforce planning and decision-making.
  • Develop HR dashboards to track key HR metrics and provide insights for leadership.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s or master’s degree in human resource management, Business Administration, or a related field.
  • Minimum of 7 years of HRM experience, preferably in the development or corporate sector.
  • Good communication, creativity, critical thinking, and problem-solving skills.
  • Ability to work in a team independently.
  • Positive attitudes, strong commitment, and the ability to handle multitasking; and
  • Good command of Khmer and English, both oral and written (Chinese is a plus).
  • Skills:
  • Strong knowledge of Cambodian labour law and HR best practices.
  • Proven leadership and people management skills.
  • Excellent communication, negotiation, and problem-solving abilities.
  • Experience in HR digitalization and data-driven decision-making.
  • Ability to work collaboratively with internal and external stakeholders.
