Announcement Description

Purpose: Catholic Relief Services (CRS)/Cambodia anticipates submitting a proposal in response to an upcoming USAID Request for Applications (RFA) for a new five-year activity entitled Child Protection and Care (CPC), with a total estimated cost of $7 million. The purpose of the CPC activity is to strengthen the child protection and care system in Cambodia so the most underserved and marginalized children can thrive in safe, loving, nurturing, and permanent family-based care with birth, kin, or local adoptive families.

CRS/Cambodia intends to identify a national Cambodia-based consultant for proposal development, should the Country Program (CP) decide to pursue the opportunity upon the release of the RFA, anticipated on January 24, 2025. The consultancy will be over a period of two months for a maximum of 30 days and will take place between late January and March 2025, with the option to extend the consultancy if both parties agree. The option for the consultancy to transition into a full-time role could be considered upon successful project award.

Objectives and Scopes:

To support the implementation of the project, CRS intends to hire national consultant to deliver the below tasks (please see Term of Reference for more details):

The key objectives and activities of this assignment include:

  • Serve as a technical co-lead, alongside CRS co-lead, for the pre-design and design of the CPC activity that is in response to the funding opportunity and aligns with government priorities and international best practices.
  • Participate and co-facilitate design discussions and correspondence as requested by the proposal team.
  • Conduct desk research and draw from personal expertise to provide insight into best practices and promising approaches relevant to the Cambodian context.
  • Provide insight and recommendations to inform geographic targeting.
  • Mapping of key actors in the Child Protection sector in Cambodia and advice on consortium formation
  • Mapping and analysis of existing government and non-government guidelines, studies, and resources.
  • Support linkages with key stakeholders in the public and NGO sectors, to aid with assessments and design discussions.
  • Ensure that project strategies and interventions are appropriate based on local context, are evidence-based, and incorporate lessons learned from past interventions.

Delivery Schedule:

The consultant is required to perform the above tasks for period from 30th January 2025 to 14th March 2025 (maximum total 30 working days).

Proposal Submission:

In order to be considered as a potential consultant, interested parties should submit the Expression of Interest including the following information before the EOI Closing Date and Time:

For individual consultant:

  • CV and Cover letter (please explains how you are the right fit and have the appropriate experience to perform the tasks for CRS)
  • Daily Professional Fee
  • Other costs such as per-diem, accommodation, transportation, communication …etc

For registered vendor/consultancy firm: must submit:

  • Technical proposal with properly signed and validity of 90 days
  • Financial Proposal (daily professional fee and other related cost such as per-diem, accommodation, transportation, communication …etc)
  • A copy of Business Registration Certificate(s), Patent Certificate or VAT Certificate
