The Community Empowerment and Development Team (CEDT) is a Cambodian NGO established in May 2009 and registered with the Ministry of Interior in 2010 as a local nonprofit organization with the goal to to strengthen the capacity of urban and rural communities in physically upgrade their housing and infrastructure, and claim rights to manage and conserve their natural resources in sustainable through the provision of knowledge and through the process of participatory planning: including Community/GIS mapping, possession and land rights documentation, community strengthening, pro-poor technical advice on infrastructure and non-technical community led zoning, and land dispute/housing solution options.

Vision: Cambodia in which communities increase their self-empowerment, have the skills and self-determination to resolve their problems themselves, and work cooperatively to improve their housing and land conditions and achieve tenure security.

Mission: to empower local communities through promoting increased individual and community control, political efficacy, improved quality of life, and management of their own development. We achieve this by providing knowledge, pro-poor technical training, support for strengthening relationships with local authorities, and assistance for long-term development and sustainability of communities. CEDT uses the following methodologies and tools for working together with communities and addressing the issues related to tenure insecurity:

Summary

OBJECTIVE OF THE EVALUATION

The Project of PPRFCC has been implemented for 36 months (June 2022-June 2025). The proposed evaluation objectives for the PPRFCC project are comprehensive and align with the project's goals of enhancing community capacity, promoting governance, and developing urban resilience strategies. The specific purposes are:

  • To examine both the factors contributing to our successes and the causes of any shortcomings in meeting our targets.
  • To gather valuable insights and best practices from the project's implementation
  • To analyze and measure the project's outcomes and identify areas for improvement
  • To draw conclusions based on the evaluation and provide recommendations for ongoing support and the continuation of the next three-year project.

SCHEDULE OF THE EVALUATION

The evaluation will be conducted in February 2025. The evaluator will be provided with information to prepare a table outlining the tasks, timelines, and deliverables for the evaluation. This table will clearly indicate the responsibilities of each team member, including the evaluator and the CEDT team.

SCOPE OF PRICE PROPOSAL AND SCHEDULE PROGRAM

The total consultancy fee is USD 7,000, which includes all expenses related to the consultancy. The contract price will remain fixed regardless of changes in cost components.

Eligibility

  • The evaluator must possess the following qualifications:
  • At least a master's degree in Urban Planning, Community Development, Climate Change, Development Economics/Planning, Economics, public policy, or a related field.
  • Extensive experience in evaluating development projects related to urban planning, land management, and housing solutions in urban poor communities.
  • At least five years of experience working with international organizations and donors, with expertise in Monitoring and Evaluation, document analysis, and report writing for stakeholders.
  • Experience working on research projects related to urban planning, land management, informal settlements, and housing solutions in urban poor communities.
  • Extensive knowledge in tool development and analyzing qualitative and quantitative data. Strong analytical skills with a good command of statistical analysis applications.
  • Excellent written and verbal communication skills in Khmer and English.

  • Financial Proposal: A detailed financial proposal indicating the all-inclusive fixed total contract price, supported by a breakdown of costs.
