Announcement Description

The Asia Foundation is a nonprofit international development organisation committed to improving lives and expanding opportunities across Asia and the Pacific. Informed by 70 years of experience and deep local knowledge, our work is focused on governance, climate action, gender equality, education and leadership, inclusive growth, and international cooperation.

With support from the Australian Department of Foreign Affairs and Trade (DFAT), The Asia Foundation is implementing the Ponlok Chomnes II: Data and Dialogue for Development in Cambodia Program between July 2023 and June 2027. The goal of Ponlok Chomnes II is that public policy decisions, based on evidence and informed by inclusive dialogue, are operationalised and become the norm in Cambodia. The achievement of this goal will be measured by one End of Program Outcome (EOPO), which is “by 2027 select public policy processes involve inclusive dialogue and are informed by diverse and credible evidence.”

The Ponlok Chomnes Program is seeking various service providers (individuals or organisations) to support the Program in the following areas:

Training Providers (individuals/organisations) for Effective and Accessible Communications

DESCRIPTION OF RESPONSIBILITIES

Responsibilities of the training provider will include:

  • Design, deliver training sessions, and on-call coaching support (in-person or virtual support with partners based on emerging needs during the implementation) on the following topics:
  • Communicating Research Findings:
  • Writing plain language, drafting policy briefs, key messages for different audiences, and presentation skills;
  • Online delivery and monitoring content;
  • Creating killer charts and infographics.
  • Accessible Communications:
  • Website and Document Audits: Audit for accessibility compliance and recommend improvements;
  • Creating accessible digital content for websites, documents, videos, and social media.
  • Monitoring Communications:
  • Tools for analytics on audience engagement and impact;
  • Methods for monitoring communication strategies.
  • Media Partnerships

In consultation with the Ponlok Chomnes program team, the training provider will be responsible to:

  • Conduct training needs assessment (with each partner organisation, if needed)
  • Design training manual based on results from the training needs assessment (including designing training materials)
  • Organise and deliver the training
  • Store learning materials such as recorded modules and hands-on exercises
  • Conduct pre- post-training survey
  • Submit written report

We aim to enhance the capacity of communications focal points within our partner organisations through tailored "on-the-job training" sessions. These sessions will be conducted both individually and in group settings to address specific needs and challenges.

Bidder Eligibility

  • SELECTION CRITERIA
  • Essential criteria for applicants:
  • Advanced degree in communications, media studies, or related fields
  • At least 5 years of experience in developing and managing communication strategies at local and national levels
  • Demonstrated understanding and expertise in developing accessible communication materials for audiences with disabilities
  • Demonstrated experience in effective communication approaches tailored to diverse audiences
  • Experienced in designing and delivering training on communication skills, such as writing for different audiences, presentation skills, and content creation
  • Strong administration, organizational, and time management skills
  • Good understanding of research
  • Good undertsanding of communication for policies / policy influencing
  • Excellent teamwork and facilitation skills, with a focus on collaboration and participatory processes.
  • Preferred criteria:
  • Prior experience in or in-depth knowledge of the knowledge sector and policy processes is an advantage.
  • Have a strong understanding of local and regional context in research and policy is an asset
  • Be able to work with various actors in multi-cultural teams.
