With support from the Australian Department of Foreign Affairs and Trade (DFAT), The Asia Foundation is implementing the Ponlok Chomnes II: Data and Dialogue for Development in Cambodia Program between July 2023 and June 2027. The goal of Ponlok Chomnes II is that public policy decisions, based on evidence and informed by inclusive dialogue, are operationalised and become the norm in Cambodia. The achievement of this goal will be measured by one End of Program Outcome (EOPO), which is “by 2027 select public policy processes involve inclusive dialogue and are informed by diverse and credible evidence.”
The Ponlok Chomnes Program is seeking various service providers (individuals or organisations) to support the Program in the following areas:
OBJECTIVES OF THE SERVICES
Following the Organisational Capacity Self-Assessment conducted with each Strategic Partner in February 2024, the program intends to support their capacity development in strengthening their technical skills and organisational management, both of which are critical for ensuring research quality and promoting influence in policy dialogue. This initiative focuses on strengthening partners with GEDSI integration. The initiative is to engage service providers with expertise in GEDSI to strengthen the capacity in:
Therefore, Ponlok Chomnes seeks a service provider—either an individual or organisation (national or international or mixed)—to deliver services for its partners, particularly Strategic Partners.
SCOPE OF WORK
The service provider(s) may select and propose activities within any of the following areas based on their expertise. The program may engage multiple service providers, each focusing on their specific areas of expertise. The listed activities are not exhaustive, as there may be more effective ways of delivering capacity development activities depending on the individual or organisation’s expertise and approach. These activities can also be tailored to meet the specific needs of the program’s partners.
The consultant(s) should propose an approach, specifying whether to provide tailored training for each organisation, conduct broader training sessions for all Strategic Partners, or include other PCII partners in their delivery. There will be a total of around 25 participants in trainings.
The service provider(s) should also consider integrating innovative approaches and methodologies, including digital tools, interactive training, or participatory assessments, to ensure practical and sustainable capacity development.
