Announcement Description

The Asia Foundation is a nonprofit international development organisation committed to improving lives and expanding opportunities across Asia and the Pacific. Informed by 70 years of experience and deep local knowledge, our work is focused on governance, climate action, gender equality, education and leadership, inclusive growth, and international cooperation.

With support from the Australian Department of Foreign Affairs and Trade (DFAT), The Asia Foundation is implementing the Ponlok Chomnes II: Data and Dialogue for Development in Cambodia Program between July 2023 and June 2027. The goal of Ponlok Chomnes II is that public policy decisions, based on evidence and informed by inclusive dialogue, are operationalised and become the norm in Cambodia. The achievement of this goal will be measured by one End of Program Outcome (EOPO), which is “by 2027 select public policy processes involve inclusive dialogue and are informed by diverse and credible evidence.”

The Ponlok Chomnes Program is seeking various service providers (individuals or organisations) to support the Program in the following areas:

OBJECTIVES OF THE SERVICES

Recognising the importance of inclusive dialogue practices that will ensure the involvement and engagement of diverse voices, PCII is looking for the training provider, either individual or organisation, to deliver training and coaching to PCII partners, particularly the Strategic Partners, on how to conduct inclusive dialogue and how to integrate Gender Equality, Disability, and Social Inclusion (GEDSI) lens in their dialogues. The training provider will:

  • Design and provide training activities to equip PCII partners with inclusive lenses and/or approaches;
  • Provide on-call coaching support (in-person or virtual) to ensure socially disadvantaged groups inclusively and meaningfully engage and participate in the discussions/ consultations organised by PCII partners; and
  • Refine PCII’s Guidelines for Inclusive Dialogue to fit with Cambodian context.

DESCRIPTION OF RESPONSIBILITIES

In consultation with the Ponlok Chomnes program team, the training provider will be responsible to:

  • Propose an approach for delivering the activities, specifying whether sessions will be tailored for individual organisations, or delivered collectively.
  • Design and prepare high-quality training materials, tools, pre-and post-activities survey, and resources, ensuring they meet the program's objectives.
  • Tailor the content and delivery of activities to meet the unique needs and contexts of program partners.
  • Incorporate innovative and practical methodologies to maximise learning outcomes and ensure relevance to participants.
  • Conduct in-person training/coaching sessions.
  • Provide follow-up virtual sessions to reinforce learning and address any challenges or questions arising after the initial training.
  • Monitor participation, engagement, and outcomes of the training.
  • Work closely and maintain communication with the program team.
  • Submit the written report on the outcomes of assignments (training session, evaluation, tools).
  • Refine PCII’s Guidelines for Inclusive Dialogue.

Bidder Eligibility

  • SELECTION CRITERIA
  • Essential criteria:
  • Demonstrated experienced in designing training materials and delivering training/coaching and using GEDSI-sensitive tools, methodologies and evaluations.
  • Demonstrated understanding and expertise in conducting inclusive research and dialogue.
  • In-depth understanding of the Cambodian context, particularly in relation to inclusive dialogue, or experience working in similar contexts.
  • Have strong project management and communication skills and ability to manage diverse stakeholders.
  • Excellent teamwork and participatory process skills.
  • Preferred criteria:
  • Prior experience in or in-depth knowledge of the knowledge sector and policy processes is an advantage.
  • Be able to work with various actors in multi-cultural teams.
