Nurture Project Background:

HEKS/EPER (Swiss Church Aid) and Caritas Switzerland Cambodia are implementing the Nurture project with support of the Swiss Agency for Development Cooperation. All three organisations have long experience in Cambodia and well-established working relationships with the relevant government partners and agreed to work together at least until end of 2026, probably until end of 2030.

HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and food security, and securing access to land. HEKS/EPER Cambodia is also an active member of the national NGO network, NGO Forum and participates in a number of thematic networks relevant to this project.

Caritas Switzerland engagement in Cambodia started in 2001 with a thematic focus on migration and climate change. It has implemented a community based DRR project in 50 villages in Banteay Meanchey Province from 2014 to 2021. DRR Village Committees and participatory community-based planning, culminating in Community Action Plans and active FWUCs, were key activities of that project.

The Nurture Project addresses climate resilience of smallholder farmers using a systemic approach addressing a range of problems associated with financial, technical, institutional and informational gaps, which are preventing farmers from transitioning to greater levels of resilience. The project’s overall goal is that:” Vulnerable smallholder farming households and their communities are more resilient to climate change and have increased incomes through climate proofing of agroecological farming systems. "

Position Summary

The position is for the Nurturing Climate Resilience in Cambodia – Nurture Project in Siem Reap. Employment will be with HEKS/EPER Cambodia.

The position:

The Monitoring, Evaluation and Learning officer (MEL) of the Nurture Project, will be working in close collaboration with another MEL Officer, currently working for the project, under the supervision of the Team Leader and in close collaboration with the Regional Specialist on Market System Development, Deputy Team Leader, Component Managers, Provincial Managers, and the programme team at HEKS/EPER Cambodia-Caritas Switzerland.

Duty Station: Siem Reap, frequent travel to Phnom Penh and the provinces required

Technical Assistance: Regional Specialist and HEKS MEAL Coordinator

Working With: Nurture project team, HEKS/EPER Country Office, Caritas Switzerland, and Project’s stakeholders/. partner organization(s).

Expectations - Duties, Responsibilities
  • Monitoring, Results Measurement, and Analysis
  • Work closely with another Nurture's MEL Officer and support the establishment and implementation of Nurture’s MRM System based on the Donor Committee for Enterprise Development (DCED) Standards.
  • Within the team, develop relevant procedures, tools and processes for supporting the implementation of MRM system, and ensure that project staff are properly oriented and supported for effective implementation of the MRM system..
  • Provide technical support to Project Team in leading/facilitating process of developing intervention guide. He/she is responsible for developing the part of the intervention summary, MRM plan, measurement and calculations tap of intervention guide.
  • Support the component managers to design the strategy, result chain, systemic change analysis and intervention guide progress update.
  • Collaborate closely with component managers, and staff concerned and the implementing partners (private and public sectors) to ensure that data collection frequency is followed, and that the intervention result chains, and the MRM plan are updated regularly.
  • Conduct data analysis and aggregate data to assess the project’s performance, show project impact, and report on log frame indicators.
  • Conduct regular field monitoring and technical support to teams on issues relating to MRM system, data, and monitoring tools.
  • Provide support to project staff in baselines, assessment, research, evaluation, and market systems analysis on the ground with technical backstop from the Regional Specialist & TA.
  • Oversee and manage external consultancy for the project.
  • Support the project team in developing monitoring and data collection tools to monitor the progress, outcome and impact. Develop and improve outcome and output monitoring tools, if needed.
  • Conduct regular project review workshops, and report results, particularly quarterly progress reviews, semi-annual reviews, and annual reviews, and collaborate with other team members in aggregating reports for various interventions.
  • Support to provide capacity building to Nurture’s staff on MRM system, HEKS’s PCM, HEKS Key Indicator (HKI), Offline and Online data collection tools and methodologies.
  • To be accountable for tracking the data for project semi-annual and annual reports and responsible for data entry in reporting system of project’s donors. Assist in writing semi-annual and annual reports to donors.
  • Assist Team Leader in preparing well-detailed reports on monitoring and evaluation findings, including recommendations for improvement.
  • Knowledge Management, Learning, and Capacity Building
  • Participate in creating interactive dashboards and visualizations to present monitoring and evaluation data and use of interactive tools.
  • Develop and disseminate external knowledge management material (e.g., sector briefs, success stories, lessons learned, and best practices briefs) regarding implementation in collaboration with field team/project managers and relevant team staff.
  • Organize relevant workshops and capacity-building events with the implementation team and in collaboration with the Team Leader and Regional Specialist to capture learning from implementation.
  • Build the capacity of field officers to collect relevant qualitative and quantitative information in accordance with monitoring plans. Hold relevant training sessions to ensure that the field team collects data effectively.
  • Support the Team Leader, Deputy Team Leader, and Component Managers in communication and in preparing respective materials/tools for the project team.
  • Other assigned tasks relevant to the scope of the position as required by the Team Leader.
Requirements - Skills, Qualifications, Experience
  • Key requirements
  • Understanding of a range of M&E methodologies and approaches
  • Minimum 3 years of experience in M&E or as business analyst
  • Solid experiences with data collection and analysis
  • Excellent command of English
  • Good analytical and report writing skills
  • Prior experiences with digital tools/App data collection (Ex: Kubo, m.Water, Google form..)
  • Specific knowledge and experience of Market System Development, Inclusive Business, and Human-Centred Design Thinking.
  • Good commands of Computer skills.
