Summary: Development and Public Affairs Manager (DPAM) reports to Center Director and is responsible for comprehensive fundraising and grant writing to match with donors’ requirements, strategic communications and partnership with multi-stakeholders to increase CE SAIN visibility, and event planning and coordination by overseeing tasks related the event planning, organizing process and evaluation. DPAM provides vision and management of CE SAIN’s development and public affairs strategies for its organizational sustainability.
- Main Responsibility 1: Fundraising and Grant Writing
- Develop strategies for CE SAIN’s organizational sustainability plan.
- Develop a database and process for identifying potential donors for grant request submissions based on organizational priorities.
- Identify and analyze eligibility for funding opportunities.
- Develop planning and manage fundraising activities/events.
- Lead the process to develop concept notes and proposals for relevant announced open call for proposals.
- Submit compelling and successful funding proposals to meet the targets.
- Build and leverage the networks and relationships with donors to ensure an increase in donor’s engagement with CE SAIN.
- Main responsibility 2: Communications and Partnership
- Oversee all internal and external communications, ensuring CE SAIN’s messages are consistent and engaging.
- Lead the communications activities and disseminations of program and project impact statements to increase the CE SAIN visibility nationally and internationally.
- Develop, write and edit communications materials, including press releases, website content, and social media content and share them through appropriate channels and audiences.
- Develop and implement initiatives to generate new partnership opportunities.
- Maintain good reputation and relationships with external partners and other organizations.
- Lead the partnership review and assessment process through the partnership annual reflection meeting/event.
- Provide technical assistance and advice to other teams in the faculty.
- Main responsibility 3: Event Planning and Coordination
- Develop and work on event timelines, checklists, budgets and detailed coordination plan to ensure smooth operational delivery.
- Research, establish and maintain good relationships with vendors and venues to achieve the most favorable terms.
- Develop complete concept notes for each proposed event.
- Lead event operations (venue, invitations, distribution of event materials, communication with participants, etc.) and address potential problems to achieve the stated purpose.
- Oversee event happenings and act quickly to resolve any problems
- Maintain an up-to-date record of each event plan to enable regular reporting to CE SAIN and relevant partners.
- Conduct post-event evaluation and feedback analysis to ensure the success and continuous improvement of future events.
- Minimum Required Qualification
- At least master’s degree in International Development, Development Studies, Communications, or related fields with knowledge about agriculture.
- Minimum 4 years’ experience in communications, public affairs and grant writing skills.
- Strong writing and editing skills and ability to conceptualize and develop grant proposals.
- Demonstrable track record of negotiating and building partnership with various actors.
- In-depth knowledge of best writing and messaging practices for promoting activities and achievements.
- Experience in working with private and public sector and civil society organizations with a similar position.

Agricultural Technical Officer

Summary:
The Agricultural Technical Officer (TO) is responsible for supporting day-to-day operation of Agricultural Technology Parks (ATPs), capacity development activities, and record keeping. The TO works closely with the Agricultural Technical Manager to oversee and design tools to support the implementation activities of the Provincial Agricultural Coordinators (PACs) to ensure that the demonstration of sustainable agricultural intensification and nutrition (SAIN) technology at the ATPs are consistently implemented with high quality and in adherence to the technology guidelines and CE SAIN policies.
- Main Responsibility 1: Coordinate the development of technical guideline necessary to support the operation of ATPs
- Work closely with PACs to prepare the guidelines of technologies and practices being showcased at the ATPs.
- Develop and revise cropping calendar, data collection templates, and record keeping.
- Coordinate in preparing the extension materials including technical leaflets and brochures.
- Support Agricultural Technical Manager to develop work plan for ATPs and mini-ATPs and discuss with partners and relevant stakeholders to improve it.
- Main responsibility 2: Facilitate with PACs to implement activities at the ATP effectively and efficiently
- Act as focal point for discussion with PACs on issues related with the technology implementation and reporting and discuss with the Agricultural Technical Manager to identify suitable solutions and suggestions.
- Facilitate with PACs to prepare the monthly work plan and report.
- Monitor the data collection and consolidate the data from the research activities.
- Provide complementary support to the PACs on procurement activities.
- Main responsibility 3: Support the capacity development and knowledge transfer activities
- Support the Provincial Agricultural Coordinators, Agricultural Extension Officers, and experts to design the curriculum and conduct needs-based trainings for farmers, youth, and stakeholders.
- Facilitate the youth capacity development program through agricultural internship
- Support the identify the needs for delivering capacity development activities in the area of sustainable agricultural intensification and nutrition (SAIN) practices and innovations for CE SAIN staff, beneficiaries, implementing partners and relevant stakeholders.
- Provide logistic supports on conducting trainings and capacity development activities.
- Perform other tasks as requested.
- Bachelor’s or master’s degree in agriculture related fields (agronomy, animal sciences or related discipline) with strong technical background
- At least two year experience working to provide direct technical support or relevant roles on sustainable intensification practices.
- Experience in gathering, analyzing and using evidence for design the strategy and decision making
- Proven knowledge about different agricultural technologies and SAIN practices
- Good interpersonal, negotiation, facilitation and time management skills
- Good communication skills both oral and written (English and Khmer).
Agricultural Technical Assistant (2 Positions)
Location : CE SAIN Agricultural Technology Park based in Phnom Penh and Kampong Thom province
Reporting : Provincial Agricultural Coordinator
Citizenship : Cambodian
Salary Range : Commensurate with degree and experience (300$ - 450$/month).
Contract : Probationary period for three months and yearly contract based on performance.
Summary:
Agricultural Technical Assistant (ATA) is responsible for supporting day-to-day operations of the Agricultural Technology Parks (ATP) in the respective province. The ATA works closely with the Provincial Agricultural Coordinator to supervise agricultural interns and labors, support the establishment and maintenance sustainable agricultural intensification and nutrition (SAIN) technology demonstration at the ATP, and collect information to generate the reports for submission to the Agricultural Technical Manager. The ATA also serves as local logistic arrangement, organizing trainings, meetings, and workshops, and hosting field visits.
- Main Responsibility 1: Supervise agricultural interns and labors for day-to-day activity implementation at ATP
- Work with PAC to develop weekly and monthly work plan for agricultural interns and labors
- Monitor the activities of interns and labors on daily basis to ensure the effective and efficient implementation
- Identify the challenges encountered by the interns and discuss with PAC and Traineeship Assistant to find out the solutions in response to the needs
- Main Responsibility 2: Support the establishment and maintenance of SAIN technology demonstration at ATP
- Lead in the establishment and maintenance of SAIN technologies demonstration including crop production, irrigation system installation, animal husbandry, and aquaculture.
- Maintain farm equipment and weather station to ensure proper management
- Conduct and keep the relevant data records including cropping calendar, farm inputs, harvests and asset inventory.
- Main Responsibility 3: arrange the logistics and organize trainings, meetings, and workshops, and hosting field visits
- Act as a local administrator in purchasing the materials, equipment, and participating in the procurement process
- Support in organizing the trainings, meetings, workshops, and field visits conducted at the ATP
- Support PAC to prepare the monthly work plan and report
- Attend the weekly and monthly meetings to discuss work plan, challenges and lesson learnt
- Implement other tasks assigned by the center
- Minimum Required Qualification
- Bachelor’s degree in Agronomy, Horticulture, Animal Sciences or related fields
- At least one year experience serving as farm assistant or proven internship program, or relevant roles.
- Experience in record keeping skills
- Good computer, photographic and oral presentation skills.
- Good English language is an advantage.

- Good interpersonal communication and time management skills
- Good knowledge about SAIN practices in Cambodia
