Position Summary
The GEDSI Policy Advisor, will work closely with CAPRED technical teams and in partnership with government, private sector and civil society partners to support and strengthen integration of GEDSI considerations into CAPRED’s work and where appropriate, more broadly withing CAPRED’s technical sectors. They will support strategic partnerships engaging with CAPRED’s Gender Transformative Enterprise Development (GTED) lens framework; and support specific GEDSI-targeted activities (under either the GEDSI team and/or the technical teams) related to the private and/or public sector.
The GEDSI Policy Advisor will work in alignment with and to fulfill the intentions of the CAPRED GEDSI Strategy. The SGAP will report to the GEDSI Lead, working closely with the Advisor, GEDSI Transformative Enterprise Development (SAGTED) and GEDSI and GEDSI Advisor, Stakeholder Engagement (SGASE), ensuring complementarity and strong coordination across approaches and interventions. They will also work collaboratively with Facility team members, particularly those engaged in enterprise development, to support GEDSI integration across all Facility work.
This is a full-time position with attractive monthly remuneration package being commensurate with qualifications and experience.
- Leadership
- Design and lead implementation of GEDSI policy interventions particularly CAPRED’s flagship work on Gender Responsive Budgeting (GRB), with support from GEDSI Lead and other senior managers
- Lead and promote cutting-edge GEDSI policy thinking across CAPRED; remain informed and up to date with, and proactively share, emerging evidence and supporting its application to CAPRED’s work, particularly relating to policy.
- Technical
- In collaboration with GEDSI-oriented civil society actors and business interests, support policy reform and implementation towards GEDSI policy reform, particularly in GRB
- Support staff across CAPRED program interventions to assess GEDSI needs, risks and opportunities and support the design and implementation of GEDSI action plans; and support the development and implementation of CAPRED’s intersectional GEDSI approach
- In collaboration with CAPRED technical staff, support implementation of GEDSI-transformative capacity development for willing private sector companies to address discriminatory norms and attitudes including unconscious bias, through strengthened policy, practice and culture, based on Cambodia’s current legal and policy framework and global best practice
- Contribute to implementation and periodic review of CAPRED’s GEDSI Strategy.
- Compliance
- Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.
- Commitment to championing environmental sustainability and climate action across the Facility.
- Stakeholder relationship
- Collectively with the GEDSI Unit, maintain and build constructive relationships within the Facility team and partners, including developing and implementing agreed approaches to address resistance and backlash.
- Commission, supervise and support consultants to perform research and advisory support to GEDSI policy interventions.
- Contribute to gathering and communicating monitoring, evaluation, research and other knowledge, learning, evidence and analysis on GRB and GEDSI policy (and GEDSI integration), in collaboration with the CAPRED MERL and Comms teams.
- Maintain and build productive external networks and coalitions for learning, sharing and advocacy on GEDSI and policy, particularly focusing on GRB, including sharing research, evidence and joint learning through dynamic and effective means.
- Other duties as agreed with the GEDSI Lead
- Strong demonstrated experience in GEDSI particularly in relation to policy and policy reform processes, and/or the private sector/ other CAPRED technical areas (water, energy, trade, investment, agriculture, agri-processing); minimum of seven years in related roles or equivalent combination of professional experience, qualifications and lived experience of gender or other marginalization.
- Tertiary qualifications related to development and GEDSI (or equivalent combination of skills and experience as above).
- Strong technical understanding of contemporary thinking and practice in GEDSI and demonstrated skills in applying transformative development approaches.
- Strong interpersonal skills including capacity to work productively and sensitively with people at all levels and with diverse identities and lived experience.
- Excellent written and spoken English essential.
- Ability to work independently when required; and commitment to collaboration and mutual learning.
