Action for Development Organization (AFD) is a local non- governmental organization, independent organization, not affiliated to any religious, political or individual ideology and was established on 23rd of February 2004, officially registered with the Ministry of Interior (MoI) with Prakas No. 553 issued on 3rd of May 2006. AFD’s works covers some provinces include Kampong Thom, Preash Vihear and Kampong Cham with focusing area on management of natural resources, disaster risk reduction/humanitarian, social protection, women and youth leadership empowerment through strengthening capacity of the communities and vulnerable poor, young women entrepreneurs, women with disability and youth on skills and knowledge they need and coordination with relevant stakeholders (government line departments, local authorities, community and donors) to formalizing the community-based organizations (CBOs) such as community forest, community-based eco-tourism, agriculture cooperatives and groups.

In the collaboration with Church World Service (CWS), AFD will implement the project “Building Climate Resilient Communities in Stung Prey Pros Watershed” which is funded by the Global EbA Fund. AFD looking two staff in position:

Purpose:

The Cambodia Climate Smart Farming Specialist is a professional who provides technical guidance and support to improve the efficiency and competitiveness of agricultural production and marketing, support, promote and implement agricultural practices that are resilient to climate change, reduce greenhouse gas emissions, and enhance food security. A technical advisor may have different roles and responsibilities depending on the specific project or organization they work for, but some common tasks are:

Duties
  • Conducting value chain analysis to identify the key actors, activities, constraints, opportunities, and market linkages in the agricultural sector.
  • Developing and implementing strategies and interventions to enhance the productivity, quality, profitability, and sustainability of selected value chains.
  • Providing technical assistance and training to farmers, agribusinesses, cooperatives, associations, and other stakeholders on good agricultural practices, post-harvest handling, processing, marketing, and business development.
  • Coordinating and collaborating with other technical experts, project staff, partners, donors, government agencies, and private sector actors to ensure the alignment and integration of value chain activities with the project objectives and outcomes.
  • Monitoring and evaluating the performance and impact of value chain activities and reporting on the results and lessons learned.
  • Identify and coordinate technical back stoppers for the value chains.
  • Monitor performance of the value chain activities and local partners to ensure all milestones set in the annual work plan are met.
  • Account and report to project manager on value chain activities.
  • Guide knowledge development and documentation on value chain activities.
  • Conducting assessments and analyses to identify the climate risks, vulnerabilities, opportunities, and solutions for the agricultural sector.
  • Developing and implementing strategies and interventions to introduce and scale up climate smart innovations and technologies along the agricultural value chain.
  • Providing technical assistance and training to farmers, agribusinesses, cooperatives, associations, and other stakeholders on climate smart agriculture methods, such as agroforestry, conservation farming, integrated water resource management, renewable energy, etc.
  • Coordinating and collaborating with other technical experts, project staff, partners, donors, government agencies, and private sector actors to ensure the alignment and integration of climate smart agriculture activities with the project objectives and outcomes.
  • Monitor and evaluate the performance and impact of climate smart agriculture activities and report on the results and lessons learned.
  • Promote and increase stakeholder capacities in climate smart agriculture solutions for smallholder farmers.
  • Support the switch by companies, SMEs, and others to reorient their products and services to cater for a more climate resilient market for the respective agribusinesses/ value chains.
  • Technical assistance on implementation of climate smart practices, often in conjunction with energy colleagues.
  • Conducting training on climate smart solutions to a wide range of audiences.
  • Support Monitoring, Evaluation and Learning activities.
  • Assist the program manager in writing a comprehensive report that is related to its roles.
Requirements
  • Post graduate degree in Agricultural sciences, agribusiness, climate change, environmental science, natural resource management, or related fields.
  • At least 5 years of relevant experience in climate change adaptation work in developing countries or regions.
  • At least 5 years of relevant work experience with progressive responsibilities, ideally with an international NGO or UN agency, with minimum of two years relevant field-based experience in managing and implementing natural resources management projects or programs in developing countries.
  • Demonstrated knowledge of climate change science, impacts, and adaptation options for different sectors and contexts.
  • Proven ability to design, implement, and evaluate climate adaptation projects and programs using participatory and adaptive approaches.
  • Strong analytical, communication, facilitation, and interpersonal skills.
  • Ability to work independently and as part of a team in a multicultural environment.
  • Fluency in English and preferably another language relevant to the region of work.
  • Demonstrated knowledge of natural resources management concepts, principles, frameworks, tools, and best practices.
  • Proven ability to provide technical guidance and support to partners and staff on natural resources management issues.
  • Strong analytical, communication, facilitation, and interpersonal skills.
  • Proficiency in English and other relevant languages.
  • Willingness to travel frequently to field locations.

Purpose:

The Sustainable Livelihood Development Specialist will be responsible for building community resilience towards climate change adaptation through formulating a program for livelihood options as well as development of climate resilient livelihood strategies so that the communities can deal with future surprises/climate shocks.

Work in collaboration with CWS Programme team – Climate Change Adaptation Expert and Agricultural Value Chaing Specialist – to prepare site-specific adaptation plans, which include the following:

Duties
  • Design participatory approach for gender-sensitive livelihood diversification and assessing early warning needs to safeguard alternative livelihood investments against extreme climate events; and
  • Apply her/his knowledge on techniques and climate-resilient livelihood support.
  • Link farmers with local-level livelihood assistance providers within the government and private sector.
  • Analyze the value chain of selected products, particularly new agricultural crops that will be promoted by this project and other local products, i.e., agriculture and homestead-based products. This will increase access to marketing channels for community members in the agriculture, NTFPs, and livestock livelihood groups.
  • Provide systematic technical and financial support to critical elements of the value chains for agricultural products and ensure access to markets.
  • Make report on how to regularly monitor and evaluate livelihood diversification interventions, including participatory benefits assessment, project adjustments, and lessons learned.
  • Assist the program manager in writing a comprehensive report that is related to its roles.
Requirements
