Announcement Description

The Asia Foundation is a nonprofit international development organisation committed to improving lives and expanding opportunities across Asia and the Pacific. Informed by decades of experience and deep local expertise, our work across the region is focused on good governance, women’s empowerment and gender equality, inclusive economic growth, environment and climate action, and regional and international relations.

The Asia Foundation is implementing the Ponlok Chomnes II: Data and Dialogue for Development in Cambodia Program between July 2023 and June 2027 with support from the Australian Department of Foreign Affairs and Trade (DFAT). The goal of Ponlok Chomnes II is that public policy decisions, based on evidence and informed by inclusive dialogue, are operationalised and become the norm in Cambodia. The achievement of this goal will be measured by one End of Program Outcome (EOPO), which is “by 2027 select public policy processes involve inclusive dialogue and are informed by diverse and credible evidence.”

The Asia Foundation Cambodia is seeking to contract an individual consultant or a team of international or national consultants to conduct a needs assessment of the organisational and technical capacities of the Ponlok Chomnes program’s Strategic Partners. The needs assessment results will determine which stage each strategic partner is at on their current institutional and technical strengthening journey and where they would like to benefit from the most support.

Description of Responsibilities

In consultation with the Ponlok Chomnes program team, the consultant will be responsible for:

  • Developing the organisational and technical capacity needs assessment design, scope, methodology and operational plan;
  • Developing data collection tools (guiding questions and questionnaire);
  • Collecting data from Ponlok Chomnes’ five strategic partners;
  • Present the draft assessment findings to the Ponlok Chomnes program and each of the program’s partners, and
  • Produce the capacity needs assessment report including each strategic partner's organisation capacity assessment results.

Requirements:

The ideal candidate should meet the following criteria:

  • Have advanced degree in the field of research, research communication and dialogue, monitoring and evaluation, gender equality, disability and social inclusion, organisational management, human resource management, administration, institutional development, and other related fields;
  • Have a strong understanding of the knowledge sector in Cambodia;
  • Have high experience in doing organisational and technical assessments of research organization;
  • Have a good experience working with research organisations;
  • Have strong communication skills and ability to coordinate with diverse stakeholders;
  • Have a strong understanding of local context;
  • Be able to work with various actors on a multi-cultural team; and
  • Be proficient in written and spoken English.

Duration

The duration of this consultancy is between January and February 2024.
