The Financial and Administrative Assistant (FAA) to be selected will be based in the Fisheries Administration and responsible for assisting providing advice, guide and mitigate associated financial risks under the programme. The individual will ensure that appropriate financial and administrative management practices are applied consistently as prescribed by the associated laws, guidelines and policy documents. He/she must work in close cooperation with the Finance Officer of FiA and for all components of CAPFISH-Capture during the period of his/her deployment and report to the Programme Director.
The Consultant will report to the Programme Coordinator and work under direct supervision of the Finance Officer and shall work closely with all Programme teams of FiA, to ensure effective Programme implementation and achievement of Programme outcomes. The FAA will be stationed at the FiA and is expected to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of funds.
- Qualifications to be quantitatively evaluated (scored):
- Bachelor’s degree in Accounting or Management or Public Administration or equivalent;
- At least 5 years of work experiences in accounting and administrative management with externally funded projects/programs, preferably EU, WB, ADB or other development partners;
- Highly effective coordination and networking skills with Government Ministries/ Institutions, for the public projects/program’s implementations;
- Experience in Public Sector Financial Management;
- Experience in Fisheries Sector
- Familiarity with Standard Operating Procedures on Financial Management for All Externally Financed Projects/Programs in Cambodia of the Updated Standard Operating Procedures issued by RGC’ Sub-Decree No. 181 ANK.BK, dated 2 December 2019;
- Ability to work individually, collaboratively and provide training as above requirement;
- Fairly spoken and written in Khmer/English;
- Fair proficiency to use MS Offices and Accounting Software.
