Summary:

World Vision International in Cambodia (WVI-C) invites highly skilled and experienced technical experts and/or grant proposal writers to express their interest in being included in WVI-C’s Consultant Database. By joining our database, you will have the opportunity to be considered for short-term consultancies focused on writing high-quality grant proposals to donors, providing technical support, and supporting our mission to improve the well-being of children and communities in Cambodia. We are open to working with experienced consultants based in and out of Cambodia.

Background:

World Vision International in Cambodia is a child-focused development, humanitarian and advocacy organizations that has over 50 years of work experiences (or partnership) in Cambodia to positively impact the lives of the most vulnerable children. World Vision works across provinces in Cambodia including in most remote regions. As an organization we are dedicated to working with children, communities, government, and other stakeholders to alleviate poverty and improve the well-being of children. World Vision's ability to work with diverse donors enables us to implement a wide range of programs and projects aimed at addressing the complex challenges faced by children and communities in different parts of the world. The sectors of focus for Cambodia are health and nutrition, WASH, livelihood, food security, child protection, inclusive and quality education, whereas disaster risk reduction, governance and social accountability, climate change, and disability inclusion are cross cutting sectors for WVI-C.

Summary

Location: Phnom Penh, Cambodia

Scope of Work:

WVI-C calls for expressions of interest from individuals with expertise in areas mentioned above and/or in grant proposal writing, particularly for international donors and funding agencies (USAID, EU, DFAT, SDC, FAO, GEA, etc). Technical knowledge and expertise in one or more of WVI-C priority sectors is required. Responsibilities may include:

  1. Collaborating actively with program managers and technical experts to gather information and develop grant proposals.
  2. Writing compelling, innovative and comprehensive grant proposals that meet the requirements and expectations of specific donors.
  3. Deliver in very short timelines depending on donor deadlines for submission.
  4. Develop Monitoring &Reporting (M&R)/ results frameworks in line with donor and World Vision International requirements.
  5. Ensuring that proposals are submitted within specified deadlines.
  6. Providing necessary revisions and updates to proposals as required.
  7. Field work may be required based on the context and needs of the proposal.

Eligibility

  • To be eligible for inclusion in our Consultant Database for Grant Proposal Writing, applicants must meet the following criteria:
  • Proven expertise and/or experience writing successful grant proposals, preferably in the sectors prioritised by WVI-C.
  • Experience at least from 3-5 years.
  • Strong understanding of specific donor requirements and expectations, including potential private sector donors.
  • Good communication and facilitation skills
  • Excellent writing and communication skills in English is essential
  • Excellent research skills.
  • Ability to work under tight deadlines.
  • Commitment to World Vision's values and principles.
  • Able to go to the field for need or context assessment during the development of the proposal.
  • Letter of Recommendations from the previous organizations/clients.
  • NOTE: Consultancy company or individual applicants may apply for inclusion in the consultant database.

Submission Requirements

Interested individuals should submit the following documents:

  • A detailed Curriculum Vitae (CV) outlining qualifications and relevant experience based on your technical expertise and/or in grant proposal writing.
  • A cover letter expressing your interest and highlighting your expertise in this field. Please submit your EOI via email provided in the contact details with the subject line "Grant Proposal Writer EOI - include your full name.

The deadline for submission is 10 December 2023

What we offer:

  • Competitive consultancy fee based on the technical expertise, past experience or successful proposal writing/grants acquisition.

Evaluation of EOIs:

EOIs will be reviewed and evaluated by World Vision Cambodia's Review Panel. Inclusion in the Consultant Database for Grant Proposal Writing does not guarantee consultancy opportunities but allows for consideration as, and when, required based on the opening of suitable funding opportunities.

The Review Panel includes Technical Lead by Sector, People & Culture (HR) Representative, Procurement Unit (PU) Representative, and Resource Acquisition Unit (RAU) Representative.

Consultant Vetting

  • The shortlisted EOIs will be contacted for the interview by a Review Panel. The Review Panel includes Technical Lead by Sector, P&C (HR) Representative, PU Representative, and RAU Representative.
  • The successful EOIs will go through the following processes:
  1. Criminal Record,
  2. Background checks and
  3. Provision Process
