Objectives of the Consultancy
- Measure poverty reach. We seek to understand the reach of our Round 2 portfolio to people living in poverty (PLIP), engaged as suppliers, last-mile distributors, and/or customers across the investees’ supply chains. At IAP, we define poverty reach as the degree to which the programme is reaching people that earn less than US$8/capita/day purchasing power parity (PPP). While we have been tracking the scale of impact results for the Round 2 portfolio, we would like to verify the concentration of our target group reached, expressed as the percentage of suppliers, distributors or customers from our investees who are considered PLIP.
- Measure depth of impact created. Now that the investees’ inclusive business projects have come to an end due to the conclusion of the IAP funding, we want to look beyond the number of people reached and understand the depth of impact achieved. Thus, we seek to understand how customers experience the goods or services provided by investees and how it affects their quality of life. The survey results should provide our investees with actionable insights regarding customer experience, powering data-driven decisions, including through a gender lens.
Scope and methodology
We specifically ask the Consultant to apply the following existing methodologies to align with methodologies applied during IAP’s Round 1 portfolio and to allow for consolida tion of results across both phases of the project.

Bidder Eligibility
- The Consultant must have ample experience in conducting remote surveys for social impact measurement:
- Strong track record in conducting remote surveys.
- A minimum of 5 years’ experience in conducting impact measurement in the international development setting, with experience of this work in at least one of the following sectors: agriculture and energy.
- Experience in both target sectors will be positively evaluated.
- Demonstrated experience working across Eastern Africa, and/or Southern Africa, and/or Southeast Asia.
- On the ground presence in at least one of the target countries (Cambodia, Ethiopia, Uganda and Zambia) or an established network of local partners in those countries.
- Presence or an established network in multiple target countries will be positively evaluated.
- Consultants may work together to form an association or a sub-consultancy agreement to complement their respective areas of expertise.
- Experience working with for-profit businesses.
- Fluency in written and oral English.
