Announcement Description

SNV is a not-for-profit international development organization, established in the Netherlands in 1965 but rooted in the contexts and societies in the more than 25 countries where we work. And that mission is to strengthen capacities and catalyze partnerships that transform the agri-food, energy, and water systems to enable sustainable and more equitable lives for all. We position ourselves as a learning organisation striving for excellence and invest in making knowledge flow to and from the frontline.

SNV was appointed by Sida as the Fund Manager to manage the Innovations Against Poverty (IAP) Challenge Fund from September 2016 until December 2023. IAP challenges the private sector in Cambodia, Ethiopia, Uganda, and Zambia to develop innovative products, services and business models that can contribute to poverty alleviation and environmental sustainability. These innovations should lead to commercial benefits for the private sector and developmental benefits for people living in poverty (PLIP), in terms of job creation, access to basic goods and services, and income increase or cost savings, while protecting the environment.

IAP offered co-funding support and business advisory services to carefully selected companies to implement innovative and inclusive business models. Its second investment round (Round 2) included 21 investees from the agriculture/food, energy, and WaSH sector across the four target countries.

Request for Proposal: Impact Measurement Consultancy for Innovations Against Poverty Project in Cambodia, Ethiopia, Uganda and Zambia

  • Category: Call for Proposals
  • Location: Phnom Penh

Objectives of the Consultancy

  1. Measure poverty reach. We seek to understand the reach of our Round 2 portfolio to people living in poverty (PLIP), engaged as suppliers, last-mile distributors, and/or customers across the investees’ supply chains. At IAP, we define poverty reach as the degree to which the programme is reaching people that earn less than US$8/capita/day purchasing power parity (PPP). While we have been tracking the scale of impact results for the Round 2 portfolio, we would like to verify the concentration of our target group reached, expressed as the percentage of suppliers, distributors or customers from our investees who are considered PLIP.
  2. Measure depth of impact created. Now that the investees’ inclusive business projects have come to an end due to the conclusion of the IAP funding, we want to look beyond the number of people reached and understand the depth of impact achieved. Thus, we seek to understand how customers experience the goods or services provided by investees and how it affects their quality of life. The survey results should provide our investees with actionable insights regarding customer experience, powering data-driven decisions, including through a gender lens.

Scope and methodology

We specifically ask the Consultant to apply the following existing methodologies to align with methodologies applied during IAP’s Round 1 portfolio and to allow for consolida tion of results across both phases of the project.
