Announcement Description

The “Higher Tier Cooking Component” (HTCC) under the programme “Strengthening the Entrepreneurial Ecosystem for Clean Cooking” is co-financed by the European Commission, the Dutch Ministry of Foreign Affairs, and Danida. The programme is coordinated by RVO and in partnership with EnDev. The programme is implemented by SNV in Cambodia.

The aim of the programme is to support the supply chain for higher-tier cookstoves and biodigesters in rural Cambodia. Result-Based Financing (RBF) is one of the mechanisms under the programme to support enterprises in improving access to finance.

In the programme, RBF payments is offered to MSMEs that sell cookstoves and biodigesters to end users; sales will be verified after which subsidy payments will be released. A total of 20,000 cookstoves and 1,000 biodigesters will be incentivized between 2023 to 2025.

The Term of Reference (ToR) below describes the objectives, scope of work, and deliverables of the service provider, a firm specialized in surveys or social research. The firm acts as an Independent Verification Agency, (IVA) to provide these services adequately and accurately.

Objectives of the IVA

The objective of the IVA is to check the validity of sales records, by conducting on-site checks and telephone calls.

Scope of Work

The timeframe is from October 2023 to December 2025, having 10 quarters to verify. At the start of each quarter, the IVA will conduct the verification, which will be completed within three weeks.

The programme is active in the rural areas of five provinces, Kampot, Kampong Speu, Pursat, Battambang and Siem Riep.

The IVA draws a random sample form the total list cookstoves and biodigester customers, from SNV’s dbase. The sample for the telephone survey will be stratified per enterprise, and to limit travel time, the random sample for the field survey will be stratified to location.

The telephone call will be done by short interview that takes 5 to 10 minutes, the interview at the spot checks will be 15 minutes.

In case nobody picks up the phone, the service provider will call back at least two times, after that a replacing household will be called. For households that are not at home for the spot check, replacement households will be visited that are in the same village.

The data verification data collection is done through SNV’s online data collection tool Log Alto.

The average sample size per quarter depends on the number of sales records received by SNV. On average each quarter has a sample of about 335 households, of which 110 will be spot visited and 225 will be called.

  • Firm has at least 3 years of experience with a similar task/project (data verification)
  • Firm has qualified team members in surveys, M&E, or social science.
  • Firm must ensure a respectful communication towards end users.
