The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next five years, with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

Project Background

Some of the program activities have been transitioned from the previously DFAT funded Investing in Infrastructure Program (3i). One of the transitioned activities is to support the Security and Exchange Regulator of Cambodia (SERC) to mobilize the much-needed resource for infrastructure financing through capital market by development of Infrastructure Bond Guideline. The guideline is expected to provide clarity on available options and procedures to issue bonds that fit with nature of infrastructure projects on Cambodia’s capital market. The first draft of the guideline was developed by the time 3i was concluded in June 2022.

Position Background and Summary

CAPRED is seeking to recruit a highly experienced and qualified short-term adviser for the position of Infrastructure Bond Guideline Developer. The selected adviser will support the program and work closely with SERC and relevant stakeholders to update, finalize and disseminate Infrastructure Bond Guideline for Cambodia’s capital market. Where market or regulatory constraints for issuance of infrastructure bonds are identified, the STA will provide recommendations to enable more infrastructure bond issuance. A list of infrastructure projects potential to proceed for transaction preparation and listing with recommended types of infrastructure bonds is also expected as the result of the stakeholder consultation. The role will be a mixture of home based and travel to Cambodia. This is a short term 6-month position. The Infrastructure Bond Guideline Developer will report to Infrastructure Lead.

This is a short-term position with attractive monthly remuneration package being commensurate with qualifications and experience

Duties & Responsibilities:
  • To achieve the above summary role, specific activities under the assignment will include but not limited to:
  • Review the exiting draft Infrastructure Bond Guideline developed by 3i.
  • Review relevant rules and regulations governing the public debt offering in Cambodia.
  • Conduct literature review and advise on international best practices of different types of infrastructure bond issuance from countries where Cambodia’s security market can learn from and adapt to.
  • Identify and conduct stakeholder consultation with relevant authorities, market intermediaries, non-bank financial institutions, infrastructure companies, etc. to assess the demand and supply, regulatory and market constraints and opportunities, and proposed guidance and procedure for issuance of different types of infrastructure bonds appropriate for Cambodia’s capital market.
  • Provide recommendations for regulatory or market roadblocks for more issuance of infrastructure bonds.
  • Identify and provide list of infrastructure projects potential to proceed with transaction arrangement and listing.
  • Conduct assessment to appraise current initiatives of various development partners and government agencies on relevant issues but not limited to green or sustainable bonds to ensure synergies.
  • Update the draft guideline for consultation with relevant market players and endorsement from relevant authority with incorporation of inclusion and climate change.
  • Finalize the guideline for final approval.
  • Conduct dissemination or training on the guideline for potential issuers, investors, underwriters, regulators, etc.
Requirements:
  • Education background
  • A master's degree in finance or economics, or a related field is required.
  • A PhD’s degree in a relevant discipline would be an advantage.
  • Experiences and competencies:
  • At least 5 years of experience in the development and issuance of infrastructure bonds.
  • Strong understanding of Cambodia's capital market.
  • Strong understanding of supply and demand, the regulatory environment, and relevant market actors’ capacity and interests in the security market.
  • Excellent written and oral communication skills.
  • Ability to work independently and as part of a team
  • Excellent language proficiency level for English in writing and speaking.
  • Exceptional communication and interpersonal skills, with the ability to build effective relationships with stakeholders at various levels.
  • Demonstrated commitment to GEDSI and climate resilience.
