Korea Foundation for International Healthcare (KOFIH) is a governmental organization affiliated with the Ministry of Health and Welfare of the Republic of Korea. KOFIH provides government-level health assistance for partner countries and operates Dr LEE Jong-wook Fellowship Program which is KOFIH’s global invitational training program for strengthening the capacity of health workforce. KOFIH has been cooperating with the Ministry of Health of Cambodia to improve the healthcare services since 2011 in maternal and child health and more recently in non-communicable disease management. Mission of KOFIH in Cambodia
Within the framework of Agreement between the Ministry of Health (MoH) of Cambodia and KOFIH, we support Cambodia in:
Improving Quality of Healthcare Service and Strengthening Non-Communicable Disease Management (IQNCD) in Battambang, Pursat and Pailin
Capacity building of Human Resources in health sector
Other areas of healthcare agreed by both KOFIH and the MoH
KOFIH runs public health operations with substantial amount of financial resources to effectively implement its collaborative program with the Cambodian Government. In order to successfully carry out our due mission and opening new office in Phnom Penh, KOFIH is seeking one qualified Cambodian-national candidate to join in our office for the position of an Administrative Officer of KOFIH Cambodia Office.
Conditions of Contract
Terms of employment: One-year based contract subject to 3-month probationary period with possibility for extension based on work performance
Salary: Negotiable

Duties
Work scope:
Assist in managing the day-to-day financial operations, including preparing budget and contracts, processing payments, managing office account check books and petty cash, and preparing regular financial reports.
Assist in preparing and managing the personnel files of the office.
Carry out administrative and secretarial duties, such as drafting e-mails, official letters, and contracts, answering and placing telephone calls, and receiving visitors.
Assist in managing office assets and supplies to be well-maintained.
Support team members in coordinating and facilitating goods and services for projects.
Assist in planning, arranging, and managing the budget for routine and special organizational functions.
Coordinate with the Ministry of Health, Regional Training Center, Provincial Health Departments, and other Development Partners.
Perform other tasks that may be required by the office.
Requirements
Qualifications and Skills Required
Cambodian National, residency in Phnom Penh City is preferred.
Bachelor’s degree in business administration, commerce, finance, accounting, or related field with administration background.
At least 2 years of experience in core administration work. Work experience with NGO or international organization is preferred.
Strong budget development, tracking, and reporting skills using computerized accounting programs.
Excellent interpersonal communication and writing skills in English and Khmer
Proficiency in using MS Office
Must possess strong social and ethical qualities.

The position is for “Strengthening for Communicable Disease Control of the Border Region in Northwest Cambodia (SCDC)” project

Perform project monitoring activities at provincial health facilities (referral hospitals, health centers, etc.) and submit reports.
Be responsible for planning and management of the project in order to achieve targets in accordance with the approved work plan and monitoring and evaluation performance framework.
Manage all aspects of M&E data collection, analysis and reporting on performance indicators by project team members and project counterparts.
Carry out administrative and secretarial duties such as speech writing, document draft, translation, facilitating visits from local & international healthcare partners, etc.
Perform other tasks that may be required by the office.

Qualifications and Skills Required
Cambodian National, residency in Battambang Province is preferred.
Bachelor’s degree in medicine or any related field in health sector, MPH is preferred.
At least 2 years of work experience in public or private health service (i.e., nurse, midwife, health center staff, etc.), Work experience with NGO or international organization is preferred.
Excellent communication and writing skill in English and Khmer, and the ability to communicate at all levels.
Solid knowledge of project management.
Strong budget development, tracking and reporting skills using computerized programs.
Strong report writing and data collection skills, as well as interpersonal and teamwork abilities.
Proficiency in using MS Office.
