Project Manager (1 Position)
Employment start: August 2023
- Project management:
- Overall management and coordination of the project, including planning (drafting of operational plans), implementing activities, reporting to LED (according to the reporting requirements), steering, monitoring and strategic reviewing
- Revision of LogFrame, result chains and budget
- Identification of relevant partners and stakeholder, including service providers, for the project implementation.
- Maintaining of effective cooperation with the relevant government institutions as well as other relevant stakeholders, in line with the project’s objectives.
- Facilitation of government counterparts to implement the development of digital learning material
- Assuring and facilitating regular Monitoring and Results Measurement (MRM) of the project
- Reporting on operations, targets met and financial progress
- Coordinating closely with SDP and exchanging on any perceived challenges and risks in achieving the targets
- Providing the Swisscontact Cambodia communication team pro-actively with relevant information about the project to support public relations and information sharing (start and ending of courses, workshops, meetings, ceremonies etc.)
- Organizing and managing the contracting and coordination of international and/or national consultants
- Preparing for all external and internal reviews
- Assuring that the principles of gender equality and social inclusion are considered and mainstreamed in the project
- Technical translation oral and written, Khmer to English and vice versa
- Performing of other duties as required by Swisscontact and/or LED
- Financial management and procurement:
- Cooperating with the Head of Administration of Swisscontact assuring consistent and workable budgeting and accounting
- Assuring that project can be implemented in line with the budget in close cooperation with the Head of Administration
- Supporting of any financial auditing and assuring of implementation of audit recommendations
- Consulting with Head of Administration and other assigned staff when approving payments and procurements for reasonability and relevance for project implementation
- The Project Manager holds the budget and is responsible for the following, which she/he consults with the Head of Administration and other assigned staff:
- Monitoring expenses
- Assuring that outflow of funds is neither too fast nor too slow
- Assuring that enough funds are still left for planned activities
- Assuring that underspending or overspending stays below 10% of the total budget
- Minimum of 5 years of work experience in a relevant field (development cooperation, TVET sector, NGO/INGO on planning and development of training and learning materials, digitalizing of education systems, digital tools and approaches)
- At least 2 years of (project) management experience and proven experiences in project planning and management, financial management, budgeting, and financial and operational reporting
- Experience and knowledge about TVET
- Prior experience in collaborating with ministries, private institutions, donor and private-sector stakeholders
- Constructive, flexible, proactive, and responsible work attitude
- Strong communication and interpersonal skills
- Advanced communication skills in English and Khmer (written and verbal)
- Ability and willingness to work in a team (including partners) to deliver high-quality outputs within deadlines in a dynamic and fast-paced work environment
- Experience in roles and interrelationships among national and international organizations as well as different public stakeholders in the program development and implementation process
- Informed and transparent decision-making
- Proficiency in MS Office work and Internet use and project management tools

Senior Communication Officer (1 Position)
Employment start: August 2023
- Lead the implementation of the programme strategy, thereby achieving the results sought by the programme.
- Contribute to the development of high-quality programme applications, good governance of the programme and uphold a positive identity for the project
- Raise awareness about the programme, its objectives and its outputs by reinforcing relationships with the main target groups, relevant stakeholders and the public, thereby facilitating the achievement of the changes sought by the programme.
- At the end of the Project cycle, results gathered as part of the monitoring and evaluation process are fed back into the next generation of project or programme development. At the same time, M&E results are packaged and communicated to the stakeholders and the general public.
- Develop and design communication tools such as sale brochures, presentations, reports, infographics, merchandise, and others to support the implementation of programmes and increase Swisscontact visibility among the public
- Maintenance and update progress information about the programme on the website to create a content hub
- Support social media channels for the programme and Swisscontact
- Produce and manage multimedia assets such as programme photos, videos, testimonials and landing page webs to present programmes’ works to external audiences
- Write success stories, news articles, newsletters, and other capitalisations to capture the best practices and programme impact and share it with donors and partners
- Build good relationships and coordinate with media representatives to raise awareness about the programme activities at the local level
- Record and report data from communication channels for adjustment and improvement
- Organize and coordinate internal and external events within Swisscontact and the partners for the best image of Swisscontact
- Work closely with printing houses, and other agencies to ensure the standard quality of publication products
- Work across Swisscontact programmes to ensure the quality of the communication products are consistent and aligned with the communication guidelines and Swisscontact Communication Strategy.
- A minimum of 3 years of experience working in the media & communication with NGOs or other agencies
- Good technical skills and knowledge in visual graphics design, photography, video production, and content management system
- Experienced in news writing and storytelling skills
- Good proactivity in communications, attention to details
- Good understanding of branding and product development for the programme
- Experienced in event management, especially with the private and public sector
- Strong ability to work as a part of a team (including government and private sector partners)
- Fluent in written and spoken Khmer and English
- Strong communication and interpersonal skills
- Willing to work in a challenging and independent environment
