Project Background
The Micro-franchised Agricultural Service Expanded project Phase 2 (MASE 2), funded by the Australian Government through World Vision Australia, aims to increase the productivity and incomes of 5,502 farmers in the 18 districts of Takeo and Kandal provinces through a market system development approach to micro-franchising. In partnership with International Development Enterprise (iDE), the project aims to scale up an existing network of franchised Farm Business Advisors (FBAs). The model has been developed by iDE and operated locally under the social enterprise ‘Lors Thmey’. The enterprise trains and develops micro-entrepreneurs to provide farm business advisory services and agricultural inputs targeted to smallholder farmers in Cambodia.
The project will build on successes from the previous Phase 1 of the MASE project and expand its reach to more farmers below the poverty line. With over US$3.3 million for 4 years (from 01st July 2017 to 30th June 2021), MASE 2 will achieve 2 interrelated outcomes: (1) male and female farmers’ access to the Lors Thmey (LT) business model for increased profitable agriculture production; and (2) Poor male and female farmers become more productive and profitable farmers.

The Office of World Vision International in Cambodia is seeking eligible Consultant who can provide service of evaluation to WV for supporting MASE2 project with the volume of estimated budget available for the Mid-Term Evaluation is 20,000 USD.
