The Asia Foundation’s Cambodia office seeks a dynamic and experienced Program Manager, to join our team. The Program Manager is expected to be proactive, innovative, entrepreneurial, agile, and results-oriented, demonstrating a high standard of professionalism, confidentiality and integrity. S/he should have a strong track record in programming on economic and/or education issues, be articulate and have strong interpersonal skills and experience working collaboratively with both government and non-government counterparts. The Program Manager will work directly with the Director, Strategy and Development, and Country Representative and liaise with the management team, and other program teams at The Asia Foundation team.
SUMMARY OF JOB RESPONSIBILITIES
The Program Manager is responsible for the following program activities related to the education and economic inclusion theme. Under the direction of the Director, of Strategy and Development, the Program Manager will design program strategy and supervise her/his team to ensure regular project activity implementation, budget management and liaison with project partners and consultants. The Program Manager will also help track the project budget, implementation and evaluation and develop project proposals.
The education and economic inclusion theme aims to foster inclusive economic growth and expanding economic opportunities for youth, women, and entrepreneurs in Cambodia by strengthening digital literacy skills, education reform, STEM, and workforce development. The Program Manager will primarily lead the Foundation’s partnership under the USAID Digital Workforce Development program, while providing support and oversight of the Go Digital ASEAN project.

- Overall Program Management (50%)
- Lead on overall program management and implementation, achieving program deliverables, risk monitoring, mitigation, and management.
- Lead and manage relationships with key project partners, donor counterparts.
- Supervise and mentor program team members ensuring on-going learning throughout the program.
- Represent our program with relevant Cambodian government agencies, public sector institutions, civil society partners, development partners, and, where appropriate, the media.
- Participate in developing new proposals and concept notes.
- Monitoring, Evaluation and Learning (MEL) (25%)
- Develop MEL plan and lead program assessments.
- Provide high level technical input for the program’s research related capacity building and technical assistance activities.
- Oversight of project communications.
- Develop workplans, monitoring and evaluation plans and track budgets.
- Be responsible for compilation and drafting of donor reporting.
- Program Administration (25%)
- Lead and manage a project team.
- Conduct staff performance reviews.
- Ensure program follows Foundation policies and practices.
- Other tasks assigned by the Director, Strategy and Development and Country Representative.
- RELATIONSHIPS
- Internal:
- The Program Manager has regular interaction with other Program Managers and Program Officers and Program Assistant, Grant Administration staff, and Finance staff.
- External:
- The Program Manager has ongoing contact with project partners, donors and government counterparts, non-partner organizations (international and local NGOs, government ministries, etc.) and consultants as appropriate.
- Education:
- Master’s degree in a relevant field, such as economics, higher education, public administration, entrepreneurship, or digital technology.
- Experience:
- At least 7 years of relevant professional experience in the higher education or economic inclusion sector.
- Excellent written communication skills, including report writing.
- Strong experience in strategic planning and MEL skills.
- Demonstrated achievement in delivering cutting edge programs with multinational staff and teams.
- Excellent program management skills and experience, including designing new programs, establishing monitoring, and reporting systems, ensuring compliance with donor regulations, and identifying solutions to implementation challenges.
- Strong representational and diplomatic skills, as well as interpersonal and intercultural competence.
- Ability to work in groups, and independently with limited supervision.
- Previous program experience with program planning, implementation, and monitoring is a must.
