Summary of Position
CAPRED is currently seeking to recruit an independent consultant with outstanding organizational, analytical, and communication skills. The candidate must be able to work collaboratively, function independently when required, be flexible, have a deep personal commitment to producing results, and have a demonstrated ability to undertake challenging and complex M&E tasks.
Reporting to the Head of Knowledge, Performance and Learning, the Monitoring & Results Measurement (MRM) Adviser will be responsible for supporting the development of CAPRED’s Monitoring & Results Measurement System.
CAPRED is looking for a consultant who will develop an MRM framework for market metrics that can be incorporated into existing M&E activities. He/She will work with other members of the CAPRED program team to develop CAPRED’s MRM System/Operating Manual, ensuring GEDSI-responsive qualitative and quantitative data collection and analysis in line with CAPRED’s GEDSI objectives
- Develop Monitoring & Results Measurement (MRM) Framework/System and Manual
- Develop & finalise the Program’s MRM Framework/System, including intervention guide templates (with results chains, indicators, measurement plans, and all associated content) and MRM processes; in consultation with the existing MERL team as well as technical and cross-cutting (GEDSI, climate and policy) teams to ensure the framework and system responds to and meets the needs of the whole program, Develop & finalise an MRM manual for the programme incorporating MRM tools that have been developed (including existing and draft GEDSI tools) but also providing instructions to current and future team members on how these are to be used in tandem with each other; ensure the manual is accessible to all and in line with GEDSI guidelines (including on communications)
- Ensure all MRM tools are compatible with the MIS system currently in development and comply with contemporary international good practice (including in relation to GEDSI) that ultimately leads to DCED certification if required.
- Phase 2 – Introduce & Roll out of new tools & systems, including Intervention Guides
- Contribute to the adoption and use of all MRM tools by sharing, sensitising & training internal users where necessary, on their application; modifying tools where necessary if adoption is slow or hindered.
- In collaboration with portfolio teams, jointly develop Intervention Guides with results chains and indicators for one intervention area in each of the following six portfolios (Ag Production, Ag Processing, Water Infrastructure, Energy Infrastructure, Trade & Investment,GEDSI, Climate and Policy). NB: This will be done through a participatory process with the following steps:
- Propose and have approved a work plan, agreed with the relevant team, for the participatory process
- Propose impact chains and indicators and suggest data collection processes (method, frequency etc) per intervention area
- Facilitate a workshop with each portfolio team to discuss these proposed impact chains and indicators/ processes
- Prepare outcomes of discussion and incorporate them in the Monitoring Plan for each portfolio
- Expected outcomes are:
- A consolidated and commonly agreed impact chain for one intervention area per portfolio
- A minimal number of jointly agreed and clearly defined indicators per intervention area that conform to the DCED guidelines and contemporary best practice for GEDSI-MERL
- Possible Phase 3 – Support the Implementation of first batch of Intervention Guides (depending on time taken to complete first two phases and performance)
- Support the development of intervention guides incorporating qualitative and quantitative: key performance indicators, evaluation questions; methods for sampling, data collection, management, analysis, and processing - including baselines. All done in consultation with the MERL team, technical teams, GEDSI and Climate teams as necessary.
- Contribute to the design of tools, instruments (surveys & reports) and processes (analytical and verification processes including collaborative reflection and learning, ensuring accurate interpretation of lived experience in relation to data collected from/ relating to marginalised people) for capturing, analysing, storing, and sharing program results and experiences and thus enable meaningful, accessible reporting on the program outcomes.
- Over 8 years of experience in leading on monitoring and evaluation responsibilities
- Sound understanding and knowledge of market-based approaches and private sector interventions.
- Sound understanding of the different needs of traditionally disadvantaged population groups, such as women, the elderly, ethnic minorities and people with disabilities, and demonstrated experience with GEDSI in MERL
- Strong interpersonal and communication skills including skills and experience in working sensitively with diverse and marginalised people
- Excellent writing and oral English communication skills
