HelpAge Cambodia (HAC) is a local nongovernmental organization that works with older people to fulfill their potential to lead dignified, active, healthy and secure lives. HelpAge Cambodia supports older people and their households in 8 main provinces as well as other potential provinces of Cambodia which are the membership of network and projects’ coverage areas. HAC has been working with and for older people through community-based services performed by Older People’s Association (OPA) that ensure safety and security and assists older people to empower themselves through sustainable rural development activities.

With financial supports from DFAT-UNDP Resilience Fund, HAC is implementing the project title “Development of an intergenerational self-help model for a dignified life of older Cambodians” which focus on (1) building the institutional capacity of OPAs to support their members, (2) increasing the incomes of OPs and their families’ members through access to finance and markets and skill development, (3) improving access to health care of OPs, and (4) strengthening national mechanisms (including the development of new National Guideline on the establishment and management of OPA/ISHCs) to support OPs, based on the success of these models tested in seven target provinces (points 1-3).

Community Development Officer

Position Summary

Based in: Preferable based in Preah Vihear province and partly in Battambang office and frequency travel to other targets areas/provinces

Reporting to: Communication and Advocacy Manager

Working Hours: Monday to Friday (8:00-12:00 and 1:30-5:30)

Start Date: August 2023

Duration: until September 2024

OVERALL PURPOSE OF THE ASSIGNMENT

The main purpose of this position is to provide technical supports in establishing, strengthening and promoting the role of older people’s association (OPA)/Intergenerational Self-Help Club (ISHC) to support older people and their community members to have better access to finance, health care, information, and social recognition.

Expectations - Duties, Responsibilities
  • Participate in assessment and establishment of OPA/ISHC within the target areas
  • Facilitate the trainings and capacity building events related to OPA establishment and management for/with partners and OPA management committees
  • Work and coordinate community mobilization actions and processes of community development with partners and stakeholders include government, local authorities and community representatives
  • Engage in process of reviewing and updating guideline or policy related to older people
  • Support and coordinate the advocacy campaigns, Age Demands Action (ADA) of OPAs /ISHC and partners within the target areas include the key events and forum of older people at national and sub-national levels.
  • Conduct regular monitoring and coaching for OPA/ISHC in collaboration with partners
  • Maintain tracking the progress and achievement of project’s deliveries against indicators as well as contribute in OPA directory development and collection of data
  • Participate in field surveys, follow up and project M&E
  • Prepare activity reports and other reports as required
  • Collect and develop case or success stories of the project
  • Assist CAM and team to coordinate project visits of government, partners or donors
  • Performance other duties that may assign or request by supervisor
Requirements - Skills, Qualifications, Experience
  • Bachelor degree in community development, rural development or relevant skill.
  • At least 3-year experience working with community development or partnership
  • Good at facilitation and communication, especially working in team, with partners and older people
  • Able to use basic Computer Software and Phone App
  • Able to communicate in English, especially reading and writing
  • Experiences in project M&E or survey actions
  • Must be able to work across province and/or stay overnight when required
