LMC aims at bolstering the economic and social development of the Sub-regional countries, enhancing the wellbeing of their people, narrowing the development gap among regional countries and supporting ASEAN Community building as well as promoting the implementation of the UN 2030 Agenda for Sustainable Development and advancing South-South cooperation. LMC will be conducted within a framework featuring leaders' guidance, all-round cooperation and broad participation, and follow a government-guided, multiple-participation and project-oriented model, aimed at building a community of shared future of peace and prosperity among Lancang-Mekong Countries and establishing the LMC as an example of a new form of international relations featuring win-win cooperation.

To recover tourism sector impacted by the outbreak of Coronavirus Disease 2019 (COVID-19), the Ministry of Tourism of Cambodia has sought funds from the Mekong-Lancang Cooperation Special Fund to lead the formation and launch of the 1st Mekong Lancang Youth Tourism Ambassador Exchange. Hence, to achieve the objective the mentioned-above project, the department of International Cooperation and ASEAN of the Ministry of Tourism, Cambodia is seeking the professional services of a website developer to design a website for the promotion of MLC tourism destination through MLC Ambassador Youth, while providing real-time support and facilitation services through advanced technology. The site must be designed utilizing the most secure programs and support structure with reporting functions which monitor website visitors, source locations and sectors of interest.

OBJECTIVES OF ASSIGNMENT

To increase the promotion MLC’s destination via ambassador youths in order to restore and recover MLC’s tourism, especially Cambodia tourism in accordance with the road map on recovery plan and promotion of Cambodian tourism during and post-covid-19, claiming that Cambodia will get seven-million international arrivals and fifteen-million domestic tourists in 2025 via smoothly implementing The Mekong Lancang Youth Tourism Ambassador Exchange Programs was funded by the Mekong-Lancang Cooperation Special Fund, the consultant firm/team will be selected to support the mentioned-above project with aiming to support DICA to develop term of reference, concept note, selection criteria and assessment of expert.

CONTRACT DELIVERABLES

  • Deliverable 1. to develop TOR, request for proposal for consultants’ recruitment, selection criteria and assessment report (Design, and Web Development)
  • Deliverable 2. to develop TOR, request for proposal for consultants’ recruitment, selection criteria and assessment report for Conducting a scoping study on the recommendation for establishing MLC Youth Tourism Ambassador Center in MLC Member.
  • Deliverable 3. to develop TOR, request for proposal for consultants’ recruitment, selection criteria and assessment report for Development of Mekong-Lancang Tourism Recovery and 6Resilience Plan of Action 2021-2025
  • Deliverable 4. Training materials criteria.

REPORTING

Supervision of the project as it relates to all designing and content issues will be done by the Department of International Cooperation and ASEAN of the Ministry of Tourism of Cambodia. This will be done in collaboration with other senior members of the MLC’s office. Technical matters will be communicated with the DICA’s officers.

PROJECT SCHEDULE

  1. Contract signed by June 15, 2023.
  2. Assignment to begin immediately by end of June 2023.
  3. The assignment ends by July, 2023.

Bidder Eligibility

  • A firm/team with extensive experience in developing TOR and training material development assignment, consisting with a mix of professionals with the following skills:
  • At least master degree holder
  • An advance degree in strategic plan and policy development, tourism, environment, or other related topics
  • At least five years of professional service providing experience in policy development and tourism
  • Have experiences with ASEAN projects and Mekong Lancang project
  • Demonstrated excellent understanding and knowledge about tourism development policies and regulation in Mekong lancang countries.
  • Excellent verbal and written English language communication skills and Khmer language is a plus
  • Demonstrated ability to work constructively in a team.
