Purpose of the position
To provide and develop innovative, high-quality capacity development services that help to position API as the leading Cambodian capacity development organisation in the areas of advocacy, policy influencing, good governance and civic engagement.
- Set up and manage the Capacity Development Team and coordinate with the Program Team in delivering project and consultancy-based capacity building in the areas of advocacy (grassroots to policy level), policy analysis, political economy analysis, social accountability, D&D reforms, good governance, advocacy, access to information, rights- based approach and citizen rights, soft skills like public speaking, workshop and meeting facilitation, youth and women leadership etc.
- Set up and manage a dedicated team of internal and external trainers and consultants.
- Manage the delivery of high-quality project- funded training and capacity development measures and consultancy-based training and capacity development services.
- Lead and participate in trainer team’s development of training curricula, online and e-learning resources, and provision of training, coaching and mentoring in the API’s thematic areas.
- Provide timely, high-quality and accurate reports on conducted activities and services.
- Deliver successful consultancy services including contributions to marketing, technical offers and proposals, and leading high quality service delivery and reporting.
- Supporting Identification and pursuing of new business opportunities, including development of relevant service offers, technical and financial bids/proposals, in cooperation with Fundraising and Business Development Specialist, finance team and Executive Director.
- Contribute to marketing strategy for API's consultancy services in Cambodia and the region, and its implementation. This includes the promotion of online and offline services of API and the identification of clients (organisations, government, companies and individual participants).
- Designing and implementing consultancy-based capacity development services and income generation activities based on market need assessments including training modules/capacity building, research, evaluation design based on client needs and API’s expertise and resources.
- Lead API's training team to run open courses based on market needs and areas of API's expertise in Advocacy, Policy Influencing, Mobilizing Support, Access to Information, Good Governance, Decentralization, Social Accountability, Communication and Soft Skills, etc.
- Contribute to fundraising efforts through the expansion of capacity development and consultancy services.
- Organizational Development & Capacity Building
- Manage API’s capacity development for staff.
- Participate in strategic plan development and facilitate internal & external meetings.
- Ensure the implementation of activities in accordance with vision, mission, goal and policies of API and donors.
- Lead and participate in designing capacity development measures that respond to staff requirements and needs.
- Prepare work plan and budget, monitor and evaluate, and report to EC on quarterly basis, and support reporting to the Board of Directors on semester and annual basis.
- Contribute to review, developing and improving of internal policies of API such as personnel manual, finance manual, safeguarding policies, gender equality, diversity and inclusion policy, etc.
- Lead and manage by motivating project teams to remain optimistic even when faced with challenges and encouraging good performance and values.
- Other activities contributing to program goals and the organization’s mission.
- Represent API, as agreed with Executive Director and Executive Committee.
- Master degree (or higher) in general management, public policy, political science, development study, education or another relevant subject.
- At least 10 years experiences in managing roles in capacity building organisations and programs, preferred in areas related to policy advocacy, local governance, good governance etc.
- Must have very good writing skills and curriculum development skills.
- Possession of strong verbal and written communication with internal and external stakeholders both in Khmer and English.
- Must have very good interpersonal and training skills and a proven ability to work well in team and organisation.
- Strong understanding of how members of different social groups have different needs for capacity development, and demonstrated expertise and experience in inclusive facilitation approaches and methods.
- Proficiency in the use of key software packages Microsoft Office and Google Workspace and use of digital communication and facilitation tools.
- Ability to travel and undertake activities in Phnom Penh and provinces.
- Demonstrated ability to implement multiple tasks effectively with strong results orientation.
- Strong passion with the API’s vision, mission and goal.
