Hagar is a Christian international NGO founded in Cambodia in 1994. In 2009, Hagar expanded its model to Afghanistan and Vietnam, our focus is on working with women and children who are suffering from the impact of trauma resulting from slavery, trafficking and abuse. We seek to magnify the impact of this work with individuals and families through our advocacy and capacity building work with other service providers and institutions.

Announcement Positions

Trauma-Informed Care and Technical Manager (1 Position)

Expectations - Duties, Responsibilities
  • Lead and manage the team of various specialists to ensuring the quality of clinical and counselling, foster care, case management, and economic empowerment services delivered to the programme teams.
  • Provide Trauma-Informed Care and psychosocial capacity building to Hagar’s staff and external partners locally and internationally.
  • Represent Hagar Cambodia to participate actively in Hagar International global working groups and lead as well as oversee the implementation of agreed actions from global working groups in Cambodia program office.
  • Represent Hagar in sub-national and national levels in building networks and partnerships with external stakeholders and government agencies to promote Hagar’s expertise and reputation as an expert in care and recovery.
  • Assist the specialists to develop and update guidelines, tools, procedures, and other documents of clinical counselling, foster care, case management, and economic empowerment for distribution to program teams.
  • Participate actively with resource mobilization team to searching for grant opportunities and designing proposals to increase Hagar’s funding and impacts.
  • A member of Senior Management Team (SMT) and Programme Management Team for contributing to organizational decision-making and programmatic decision-making levels.
Requirements - Skills, Qualifications, Experience
  • Education and Experience:
  • A recognized Master’s degree in Psychology or Social Work or other related fields.
  • With at least 3-5 years’ experience in leadership and program management role in an international organization.
  • Experience in working with clients, their families and community members who are survivors of trauma of trafficking, slavery and abuse.
  • Experience in managing and supervising staff.
  • Expertise in training and capacity building.
  • Previous grant/proposal writing experience.
  • At least 3-5 years’ management experience, with management of senior staff members or specialists with non-governmental organization.
  • Knowledge/Skills:
  • Ability to coach and mentor staff.
  • Ability to speak, read and write English fluently.
  • Strong strategic thinker.
  • Ability to work in a cross culture setting/environment.
  • Excellent networker and partnership builder.
  • High levels of attention to detail and quality.
  • Budget monitoring and reporting skills.
  • Grant/proposal writing and donor relations experience.
  • Analytical skill.
  • Management skills is required.

Economic Empowerment Specialist (1 Position)

Expectations - Duties, Responsibilities
  • Provide overall technical support, supervision, and coaching to program teams to ensure the quality and efficiency of economic empowerment approach and services.
  • Conduct mapping and market survey with employment partners and develop strategy for on-the-job training, job placement, and referral mechanism.
  • Establish formal partnerships with a wide range of local and international NGOs, government agencies and education/training partners to increase employment opportunities for beneficiaries.
  • Provide capacity building training to internal staff members and external stakeholders to increase capacity on economic empowerment.
  • Develop guidelines, policies and criteria related to the employment sections.
  • Responsible for reporting and participate actively in resource mobilization including searching grant opportunities and designing proposals.
Requirements - Skills, Qualifications, Experience
  • Education and Experience:
  • Bachelor degree in business management, human resources, education, marketing, social work, and other related fields.
  • At least 3 years working experiences with capacity building, and employment placement (livelihoods, income generation) or related role in working with highly vulnerable clients.
  • At least 3 year experiences in program management.
  • Experience in partner/sponsor/stakeholder liaison with strong interpersonal skills and demonstrate capacity for conflict resolution and relationship management to achieve mutually beneficial outcomes; excellent networking and partnership building.
  • At least 2 year experiences working in a case management, employment support/follow up or other social work related roles.
  • At least 2 year experiences in working collaboratively with variety job markets related to hospitality, mechanic, sewing/garment industry, hair dressing, and/or beauty therapy.
  • At least 2 year experiences working in an employment placement (livelihoods, income generation) or related (small business development, human resources, business management, marketing) role working with highly vulnerable clients.
  • Excellent networker and partnership builder.
  • Knowledge/Skills:
  • Supervision and coaching skills with an ability to establish trusting and professional relationship with supervisee.
  • Facilitation skills with an ability to organize and facilitate training and workshop.
  • Understanding of the training approach and best effective methods for vulnerable groups.
  • Understanding of case management, social counselling, and career counselling.
  • Demonstrate understanding of the labour market and the ability to apply labour market information.
  • Good written and verbal communication skills in English and Khmer (including translation).
  • Computer literate with demonstrated ability in generic computer packages such as Microsoft Office and familiarity with the internet, databases and social networking platforms etc.
