Ly Hour Microfinance Institution Plc.is providing opportunities to Cambodian people to start up and expand their businesses to improve the standard of living through appropriate microfinance services. Now its operation is mainly conducted in Phnom Penh City, Kandal, Takeo, Pursat, Prey Veng, Kampong Speu, Kampong Cham, Battambang, Tboung Khmum, Ratanak Kiri, Kampot, Kampong Chhnang, Siem Reap, Svay Rieng, Banteay Meanchey, Oddar Meanchey, Kratie, Kampong Thom, Koh Kong, Preah Sihanouk, Pailin, Steung Treng, Preah Vihear and Mondul Kiri. In the soon future, we are going to expand our operation to all the 25 city and provinces in Cambodia. Announcement Positions

Head of Head Office Audit (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Develop annual audit plan and manage all activities inside the internal audit department
  • Review the reliability and integrity of information, evaluate the effectiveness and efficiency of operations, assess compliance with policies and procedures, ensure the safeguarding of LH MFI’s assets and assess the economical and efficient use of resources
  • Ensure that performing the internal audit work as approved audit plan in all departments’ operations in an effective, professional and timely manner
  • Ensure that implementations of internal auditors are accomplished according to established plan by the internal audit department
  • Monitor and evaluate the performance of each auditor under his supervision
  • Participate in providing the summary of audit findings to Board of Directors during quarterly BOD’s meeting
  • Conducts special audit, inspections, investigations, examinations and/or reviews on frauds, suspicious cases or irregularities requested by the Senior Management or Audit Board Committee and/or president
  • Review and issue the final audit report and circulate to the relevant management for giving their action after getting an approval from appropriated & authorized managements
  • Identify opportunities for improvements, strengthening of the internal controls and recommend appropriate actions to be taken
  • Prepare and present audit reports on audit findings to CIAO
  • Follow up on management undertakings and communicate with management on the status of audit results
  • Other tasks/project as assigned.
Requirements - Skills, Qualifications, Experience
  • University degree in banking/finance, accounting, business and professional audit certifications preferred is a plus
  • 5 years plus experience as audit supervision in the mfi/banking/ audit sector is an advantage
  • Ability to communicate effectively with staff, team members and managements in both written and verbal form
  • Excellent interpersonal, oral and written communication skills with the ability to comfortable communicate to all levels of managements
  • Knowledge of accounting and auditing principles/standards
  • Must possess highly developed analytical skills and the ability to think creatively about ways to analyze MFI’s operations.
 
 

Head of Training and Development (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Develop training strategies and policies for short term and long term goals to align with business strategies;
  • Leverage analysis of ongoing programs in order to ensure that quality training is provided to business departments and that there is a constant improvement in training programs and initiatives;
  • Foresee and prepare budget plan analysis for Ly Hour as a whole both internal and external training and track with actual expenses quarterly;
  • Analyze TNA and work out with related departments to determine staff competencies and area of improvements in order to set up intensive programs supporting and building staff capacities;
  • Ensure that training guidelines at field is implemented effectively;
  • Draw an overall and individualized training and development plan and schedule for the whole year;
  • Define certified internally effective trainers to provide in-house training to new staffs and existing staffs;
  • Develop guidelines to ensure that new staff are well- trained with high quality orientation and produce high performance level at working place;
  • Develop succession planning programs to ensure that company has back up potential staffs with key positions; and
  • Other tasks, not listed, may be assigned by line manager.
Requirements - Skills, Qualifications, Experience
  • Hold Bachelor majoring in management, business administration, or other related fields;
  • Have at least 4-year experience training with other MFIs or related fields;
  • Have good inter personal skill, proactive, and problem solving;
  • Have good leadership and commitment to achieve business strategies;
  • Be honest, high commitment, and flexible;
  • Be good at both speaking and writing English; and
  • Be willing to travel to fields or branch networks at rural areas when required.
 
 

Head of Administration (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Direct and follow up offices rental, decoration and construction (new rental, upgrading, contracting) to ensure they are built as per work plan in order open office on time;
  • Lead, oversee and review the reporting structure (Procurement & Admin team, branch set up & maintenance team, and other admin team), working flow, workload, and the efficiency of the individual/team/unit in order to save time, cost and resource for Ly Hour MFI;
  • Direct and review fixed asset and non-fixed asset management to ensure that they are registered, recorded and physical counted follow the inventory policy and procedure;
  • Review, contribute, and control budget preparation and implementation for whole department in order to have enough budget for new investment, reinvestment, insurance, staff logistics, all events, repair and maintenance for supporting the business operations;
  • Ensure the safety and security for all branch offices and Head Quarter; as well as to ensure the office cleanness and good working environment;
  • Inspire and lead Admin Department to high performance result by creating a sharing session, constructive feedback, motivation for result oriented; and
  • Provide training and/or coaching to the individual/team/unit in order to strengthen their capacity.
Requirements - Skills, Qualifications, Experience
  • Bachelor degree in business or finance and Banking;
  • At least five-year experiences in Administrations with MFIs or Banking Sector;
  • At least two-year experience in managerial positon with MFIs or Banking is a plus;
  • Ability to work under pressure, as part of team, as well as independently;
  • Possess a pleasant personality and can-do attitude;
  • Fluency in spoken and written English; and
  • Be able to travel to the provinces – where Ly Hour MFI is operating.
 
 

Head of Deposit (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Responsible for managing and growing deposit/saving business aligning with bank’s strategic direction
  • Develop a business plan and sale strategy to ensure target of deposit/saving and profitability are attained
  • Develop deposit/saving products and marketing program to effectively design and/or introduce new products to the market
  • Establish and monitor goals and holds deposit team accountable for new business development, cross selling, and growing deposits, and fees for the bank
  • Build and strengthen business partnership to provide optimal customer experience and maximize sales opportunities
  • Analyze on the effectiveness of launched deposit/saving products
  • Work with marketing department to ensure that marketing campaign on the deposit is aligned with sales target and ensure the effectiveness of the campaign
  • P&L responsibility-to ensure the bank’s aspiration inclusive of revenue and profitability are met
  • Other tasks/project as assigned.
Requirements - Skills, Qualifications, Experience
  • Master or Bachelor degree of banking or Equivalent
  • least 5- 10 years of relevant experience in banking sector and in deposit/saving product
  • Superior communication and interpersonal skills with the ability to influence outcomes
  • A willingness to operate in a complex, matrix environment with multiple, often conflicting demands
  • Very good in English both written and spoken and Chinese is a plus
  • Proven experience with budget responsibility
  • Good sense of humor.
