Announcement Description

The five-year Climate Smart Commercial Horticulture Cambodia project (CSmart) runs from October 2019 to September 2024 and is funded by the New Zealand Aid Programme. The goal of CSmart is to significantly and sustainably increase climate-change resilience, farm and food safety, profitability, and market system support for small-scale commercial and semi-commercial horticulture farmers in the northwestern Cambodia, including Siem Reap, Banteay Meanchey, and Oddar Meanchey provinces. The project has three main outputs as follow:

  • Output-1 aims to address climate change vulnerability. The project will enable small-scale producers to adopt climate-resilient, multi-seasonal horticultural technologies and practices. CSmart will introduce, test, validate and disseminate a wide variety of climate-smart horticultural inputs and practices.
  • Output-2 aims to address unsafe use of agrochemicals and aid farmers in pest and disease identification and control. Under this Output, CSmart will promote food safety through holistic “3S” horticulture (Safe for Farmers; Safe for Consumers; Safe for Environment) including alignment with CamGAP production and post-harvest safety.
  • Output-3 aims to address weak farmer and market system organization. Output 3 will strengthen the market system that supports climate-smart technologies and ‘3S’ practices promoted in Outputs 1 and 2.

Deliverables

Before the studies begin, the service provider would:

  1. Participate in a kick-off meeting with iDE and submit an inception report that includes planned activities, timeline, qualitative and quantitative research methodologies and draft outline of the final report selected for this research.
  2. Provide draft questionnaires to iDE for feedback prior to field testing.
  3. Provide final questionnaires to iDE for feedback prior to use with interviewees.

After research - and before production of final deliverables - the service provider will:

  1. Meet with iDE and present findings from the research for discussion.
  2. Agree with iDE on the outline of final deliverables (if it has changed from #1 above).

Final deliverables include:

  1. A white paper on study findings that the CSmart team can share with relevant stakeholders such as development partners, the Government, and interested private companies. This should be a concise report: an executive summary, 10-15 pages of content, and hyperlinks to a digital annex.
  2. A slide deck that the CSmart team can use to share findings with relevant stakeholders (15-20 slides maximum).
  3. All original data collected during this assignment (e.g., survey results, interview notes).

Budget

The approximate budget for both studies is USD $75,000 maximum. Applicants interested in only one study would have access to roughly half this amount. The exact budget for one or both studies is negotiable based on a combination of technical proposal, financial proposal, and available budget.

Although budget will not be the sole decision-making factor, value for money will be considered as part of the application process.

Application Process and Deadlines

The application process is a two-step process.

Step 1

For Step 1, applicants should submit the following:

  1. An expression of interest (EOI - three pages maximum) that covers:
  2. Explanation of interest in the assignment,
  3. Summary of relevant skills and experience,
  4. Overview of approach,
  5. List of relevant examples of past work, and
  6. Confirmation that you can perform one or both studies within the available, approximate budget (see above).
  7. Annex of supporting documents (five pages maximum), examples include but are not limited to:
  8. CVs,
  9. Samples from past work, and
  10. Data or diagrams that support the EOI.

The deadline for 13 June 2022 eoi is 5:00 PM (GMT+7) on 13 June 2022.. Submit your EOI to email provided in the contact details and include “CSmart: a study on environmental pollution caused by plastic used in the agriculture sector and/ a market study on plastic mulching film and plastic bags” in the subject line.

iDE will review EOIs and short-list candidates. It will then invite these short-listed candidates to participate in Step 2.

Step 2

For Step 2, short-listed candidates will be invited to meet with the iDE team to discuss the assignment in detail. Applicants will then be given time to draft a full proposal for submission and review. An iDE selection committee will review all proposals - technical and financial - and make a final selection.
