Enfants du Mékong is a French NGO, whose goal is to build up education to South-East Asian children. Enfants du Mékong had been working to help Cambodian children in refugee camps in Thailand since 1986 before moving to work permanently in Cambodia in1991.

Enfants du Mékong works closely with local authorities, villagers, teachers, students and other stakeholders on sponsorship, academic, and school building construction programs, as well as some other related activities to ensure educational equity, equality and quality for vulnerable children and students.

Main Responsibilities

  • Relationship to the authorities
  • Legality of the association in Cambodia
  • Administrative tasks

Working hours

  • 40h/week (Monday – Friday, 8h/d)

Duties
  • Relation with authorities
  • Represent the Enfants du Mékong with authorities.
  • Represent Enfants du Mékong at official meetings by delegation of the Director.
  • Bring information on the action and mission of the association to outsider
  • Collect important information at authorities meeting and make minute meeting to management.
  • Make the Official Reports for Enfants du Mékong:
  • Ensure that all data required by authorities are input into EDM reports to authorities provincial and national level.
  • Produce report for provincial and national level
  • Take of report translation (English / French / Khmer).
  • Ensure that all legal documents are maintained
  • Maintain the memoranda of understanding with the Ministry of Education, Youth and Sports, for 3 years renewable,
  • Maintain the memoranda of understanding with the Ministry of Foreign Affairs, for 3 years renewable,
  • Register the association with the tax department,
  • Register the association with the Social Security Fund (NSSF).
  • Archive related files in paper and electronic versions
  • Work closely with the different departments of EDM in Cambodia, as well as the different centers, to help them build good relations with the authorities.
  • Maintain legal Aspect for EDM Cambodia
  • Provide all legal documents necessary for EDM (labour law, social regulation, taxation, child protection, driving permit, etc.)
  • Search for legal developments in Cambodia.
  • Regularly inform the management about the update of regulations related to the daily functioning of the organization.
  • Administrative tasks at local and national level
  • Manage real estate operations (Mérieux Company)
  • File and manage land title, property tax, etc.
  • Maintain and archive legal documents in hard and soft filling.
  • Manage and create contracts with suppliers
  • Manage legal compliance for foreigners working in Cambodia: quota, work permit application, and visas.
Requirements
  • Qualification
  • Minimum 2 years in a similar position in an NGO or other company.
  • Bachelor degree in Law or public administration
  • Skills and Personality
  • Good knowledge of Cambodian law
  • Experience of administrative work and writing in French and Khmer
  • Computer skill: MS word, excel, and power point
  • Fluency in French and English
  • Honesty
  • Organization, autonomy and availability
  • Ability to listen and think critically
  • Intellectual curiosity
