Announcement Description

The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD) and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme.

The Ministry of Tourism of the Government of Cambodia now invites proposals from Consultancy Firms (the Consultant) to provide the following consulting Services: “Development of an Integrated Tourism Development Plan for Te Teuk Pus Hot Springs, Stung Tasal Dam and Anlung Phe Tapoy.”.

The Ministry of Tourism wishes to select a Consultancy Firm (the “Consultant”), with proven experience and able to mobilize experienced experts, and hereby invites Consultancy Firms to show their interest by requesting the detailed TOR and Request for Proposals documentation.

The Scope of Work of this consultancy covers all the activities for the Development of an Integrated Tourism Development Plan for Te Teuk Pus Hot Springs, Stung Tasal Dam and Anlung Phe Tapoy.

In conjunction with MoT PMU and the Kampong Speu Provincial Department of Tourism, the consultant will be required to identify and engage with all key stakeholders in a participative planning process. A local tourism development group should be created.

Call for Consulting Services for Development of an Integrated Tourism Development Plan for Te Teuk Pus Hot Springs, Stung Tasal Dam and Anlung Phe Tapoy

The consultant will be required to undertake a structured tourism development planning process in the project area. Activities include but are not limited to:

  • Collect and review all existing and previous tourism planning documents.
  • Conduct a place audit/site diagnostic of the project area, assess the current situation regarding tourism development and its potential.
  • Collection of data related to existing tourism flows within Kampong Speu and regarding socio economic activity in the project area
  • Data analysis based on previous activities.
  • Development of a Sustainable Tourism Development action plan.
  • Development of a Marketing Strategic plan.
  • Development of (local-based) governance structure, feasible economic model & monitoring, evaluation of the plan implementation including socio-environmental impact assessment, and CBT standard site management process.

The TDP should also contain:

  • Detailed planning for upgrading of the hot springs- including concept, design and estimate of cost.
  • Mapping of the area in a suitable high-definition format for use on promotional and orientation material (not google maps)
  • Library of high-quality photographic images of the project area, its potential natural and cultural heritage (tangible and intangible) attractions to assist future promotion activities.
  • Design only of A0 landscape format orientation and interpretation panel and the mounting structure

The development of the plan will be based on ongoing consultation. At appropriate stages, the elements of the plan should be presented to engaged local stakeholders for verification. The final draft plan must be presented publicly to all stakeholders.

Full details are in the RFP documentation available on request. The Consultant shall be selected through a National Competitive Bidding Process based on quality and cost.

Bidder Eligibility

  • The eligibility of the company will be assessed against the following key points:
  • Experience related to tourism development planning, ecotourism, and tourism research.
  • Good understanding of the tourism situation and the tourism potential in Cambodia.
  • Experience of conducting at least 3 previous participatory tourism development planning activities – especially in connection with local communities and protected areas.
  • Proven delivery of sustainable/ecotourism tourism development plans.
  • Ability to mobilise sufficient qualified resources to deliver the scope of work within the timeframe of the assignment.
  • High Khmer and English proficiency.

Submission Requirements

The TCBP PMU will organise a briefing meeting for interested consultants on this Consultancy. The meeting will take place on an online platform on either 27th or 28th September 2021 (tbc). Consultants should express their intention to attend and submit areas requiring clarification, 5 days in advance to the Project Coordinator Mr SUN Khemara by email provided in the contact detail.
