World Renew, an agency of the Christian Reformed Church in North America, is supporting integrated community development in rural communities. Currently, we are working with two local partners, one in Kampot and another one in Svay Rieng province. We are looking for a trustworthy and experienced person to fulfill an Administration and Finance Manager position. This position will provide oversight of the administration and finance work for World Renew in Cambodia. This position will be based in Phnom Penh with frequent travel to provinces for partner capacity building and financial reviews.
Job summary
The AFM works closely with a Program Manager and reports directly to the Country Director in all aspects of the administration and finance of World Renew on a regular basis and in a timely manner. The AFM is responsible for the day to day management of the admin and finance tasks for World Renew Cambodia including the generation of timely and accurate reports detailing funding and expenditure. The AFM supervises the finance officer and works closely with local partners to monitor and improve organizational financial system and management including the professional use of accounting system such as QuickBooks, Excel spreadsheets and other relevant tools.
- Responsible for a day-to-day management of the administration and finance of World Renew - Cambodia funding and expenditures.
- Prepares and reviews financial reports as required by World Renew Home Office, funding partners and the Country Management Team.
- Works closely with partners and program manager and key stakeholders to plan, forecast and monitor financial budgets.
- Processes all staff and partner vouchers before approved by authorized persons.
- Ensures financial activities are in compliance with World Renew policies and procedures.
- Works closely with donors, Home Office finance staff to ensure that financial procedures meet required compliance guidelines and deadlines.
- Ensures all World Renew Cambodia’s bank accounts have sufficient funding for operation and assists the Country Director to make a budget request to the Home Office as needed.
- Coordinates and liaises with the external auditors or assigned persons during the annual audit and periodical financial review.
- Represents World Renew at government or NGO venues as requested by Country Director.
- Works closely with Media and Communication Officer to manage major purchases and office procedures according to World Renew policies.
- Works closely with Media and Communication Officer to manage the government agreements, visa renewals and licenses on a timely basis.
- Conducts six-months and annual policy reviews with all staff and updates necessary procedures with the approval of the Country Director.
- Maintains and files all employees’ records including their adherences to World Renew’s policies.
- Manages and maintains records relating to the acquisition, use, maintenance and disposition of all World Renew assets.
- Assists Country Director in human resource management and other matters as requested.
- A University Degree in finance and accounting or equivalent.
- At least 3 years in leadership position in relation to the applied position.
- Experience of working in partnership with local partners.
- Experience managing grants with accurate bookkeeping, budgeting and forecasting is highly regarded.
- Proficiency in developing financial reports, working with QuickBooks and Microsoft Excel.
- Experience dealing with external auditors and relevant agencies.
- Very good knowledge of Cambodia accounting standards and taxation laws.
- Knowledge of human resource management.
- Strong analytical and interpretation skills.
- Ability to communicate complex information clearly to non-accountants.
- Demonstrated ability to work with a team and liaise with different stakeholders.
- Fluent English language (written and spoken).

Provincial Project Officer (PPO) (2 Positions)

Provincial Project Officer (PPO)
World Renew, an agency of the Christian Reformed Church in North America, is supporting integrated community development in rural communities. Currently, we are working with one local partner in Svay Rieng province. We are looking for detail oriented and experienced persons to fulfill two Provincial Project Officer Positions that will coordinate and support the program work of World Renew and our partner in Cambodia. This position will be based in assigned local partner office with traveling to Phnom Penh office, and other provinces as needed.
Summary
The Provincial Project Officer works closely with other staff members and our partner directors to facilitate our community development process and to collect and analyze information for the best program decisions. In consultation with partners and under the leadership of the Program Manager (PM), the Provincial Project Officer will provide assistance, excellence and capacity building to all aspects of the program that includes program development, planning and budgeting, monitoring and evaluation, and reporting. The Provincial Project Officer is expected to represent the values of the World Renew program and to behave appropriately with partner staff, key stakeholders, and to promote mutual respect within the team of World Renew, partners and beyond.
- Works with other staff members and partners to collect necessary information for semi-annual and annual program reviews, assessment, recommendations with action plans and reporting.
- Supports partners’ directors to develop a clear organizational work plans and budget in accordance with program framework to achieve the target of program outputs and outcomes that were approved by World Renew.
- Assists the World Renew PM and Country Director in literature review and primary data collection as needed for developing project concepts, case studies, World Renew presentations and reports to donors, relevant government, and stakeholders.
- Conducts capacity assessment of partners and prepares a twice yearly report including key recommendations and action steps to supervisors for partners’ capacity development or partnership agreements.
- Represents World Renew’s values, identity, and supports partners for a better understanding of a Biblical Worldview, transformational community development, and integral mission.
- Initiates regular meetings with partners, taking meeting minutes, providing input to decisions and action plans, and provides reports to the supervisor immediately of the cheers and challenges of every partner meeting.
- Coordinate and develop a schedule of program visits of World Renew’s staff members to get the best participation of partner staff members, especially the partner executive director and relevant staff.
- Works with partners to schedule and conduct a regular program monitoring and writing reports on key program aspects, including gender assessment, children participation and disability inclusion.
- Conducts field visits with partners as necessary to review and verify the progress of program implementation and provide immediate feedback to partners and communities.
- Reviews and provides feedback on partners’ compliance based on the partnership agreement, and other policies and guidelines of World Renew.
- Serves as a complaint focal point for all communities that have programming supported by World Renew and closely monitors and reports numbers of complaints including the process of investigation for sensitive and operational cases conducted by partners.
- Supervises the implementation and reports the progress of the Kasi-Win project including recommendations to partners and to World Renew.
- Provide support to the Media and Communication Officer in constituency engagement, donor relations when and as needed
- To network with NGOs, government, and other stakeholders to strengthen program effectiveness and sustainability.
- Represents World Renew as needed when attending the meeting with government, NGOs, and key stakeholders in the district.
- Other tasks as assigned by the PM or the Country Director (CD).
- Completed high school diploma or bachelor’s degrees in on community development, rural economic development, agriculture, business administration, project management, and relevant skills
- A minimum of 2 years of relevant experience in project management, report writing, and working in partnership with local NGOs and churches.
- Ability to work and deliver results with minimal supervision away from a regular programmatic reporting structure.
- Ability to think creatively and motivate a partner program teams to effectively work and collaborate with the government, private sector, and relevant CSOs.
- Ability to conduct a household surveys, project monitoring, including verifying complex data structures, data analysis (in Excel and in SPSS) for program reporting, management, and for proposal development.
- Ability to write comprehensive reports in English and Khmer with the accuracy of data, interpretation and spelling.
- Understanding of integral mission and have the capacity to work closely with Christian congregations and churches for transforming communities.
- Very good computer skills, including knowledge of G suit, data management, and assessment tools.
- Experience in project proposal development, budgeting, assessment, and researching.
- Excellent in English and Khmer speaking and writing skills.
- Very good facilitation and interpersonal skills with the ability to promote organizational values and missions.
