The Royal Government of Cambodia (RGC) has received Loan from the World Bank IDA No.6433-KH toward the cost of Cambodia Sustainable Landscape and Ecotourism Project (CSLEP), and become effective on October 17, 2019. The project closing date in December 31, 2025. If will be implemented by the Royal Government Cambodia, Ministry of Environment (MOE) as Executing agency (EA) and as the implementing agency (IA) with the Ministry of Rural Development (MRD).

National Consultant to Support Ecotourism

Requirements
  • Master’s Degree in Tourism Development Studies, Recreation and Tourism Management, and Natural Resource Management or related fields.
  • Practical experiences in ecotourism development in protected areas
  • At least 5-to-10-year experiences in CBET development, ecotourism product development, Ecotourism Business Development Plan, Capacity Building, Project Cycle Management, Results Based Management
  • Working experience with government agency at national & sub-national level
  • Ability to understand and update trends in ecotourism sector in a framework
  • Strong knowledge of global tourism, regional and national ecotourism, and other related national policies and legal frameworks
  • Significant experience in participatory processes such as PRA and Theory of Change.
  • Strong training skills and experience in delivering capacity building to local communities and stakeholders on Ecotourism
  • Excellent skills in communication, negotiation, and documentation and ability to work with multi-disciplinary and multi-cultural teams;
  • Experience in the use of computers and office software packages for data analysis and technical reports;
  • Ability and willingness to travel and work in remote areas of project target provinces
  • Fluency in spoken and written Khmer and English.
 

National Protected Area Management Plan and State Land Registration Consultant

Duties
  • The National Protected Area Management Plan and State Land Registration Consultant will undertake the following duties:
  • Develop a detailed workplan and financial proposal for completing the specified duties and responsibilities and achieving specified objectives;
  • Plan and conduct sub-regional stakeholder consultation meetings with local communities, park managers and involved NGOs in protected areas and produce workshop reports;
  • This will include developing concept note including agenda, presentation and a standard set of questions to be answered at each meeting in order to provide input to the assessments on PA zoning, management plan, demarcation and installation;
  • Plan and undertake field visits to target Protected Areas in connection with the consultation meeting and workshop;
  • Ensure there is a full understanding of the Grievance Redress Mechanism by communities and local authorities and the mechanisms for reporting unfavourable impacts are well understood and functioning effectively;
  • Support the organization of a national consultation meeting to present and discuss findings from the joined work delivered by the consultation team;
  • Complete other tasks as required.
 

National Consultant for Community Protected Area (CPA) Management Plan Development

Duties
  • The consultant will undertake the following duties:
  • Fulfilment of the CPA legalization. Assist the 25-30 target CPAs in completing all procedural and legal steps of establishment:
  • Review the existing CPA legal status based on the CPA guidelines, including reviewing the stock-taking and road map
  • Prioritize the propose action plan to accelerate the CPA legalization
  • CPA Management Plan Development. Assist in the process of developing CPA Management Plans and having them approved by MoE:
  • Reviewing and update the existing CPA management plan through a stakeholder consultation process
  • Collaborate with DCL to provide orientation and training to PDoE, rangers and CPA committees on the CPA process of developing a management plan, including the structure of the management plan, review of socio-economic data, draft maps, zonation, field data collection, assessment of natural resource allocation and needs, forest inventory, and data entry and analysis
  • Work with the PDoE, rangers, local authorities and communities to conduct a consultation meeting on CPA zoning and mappings
  • Conduct assessment on community resources (forestry inventory), utilization of the timber product and NTFP Conduct household interviews and key informant and group discussions to collect data on socio-economic, livelihoods, challenges and opportunity
  • Perform data entry and analysis of data collected
  • Writing the draft CPAs Management Plan and field validation, provincial and regional consultation on the CPA management plan
  • Work closely with DLC and Project team to incorporate the inputs and comments and feedback from the CPA management plan from consultation
  • Finalize the CPA management plan and coordinate the submission to MoE/GDLC for endorsement
  • Enforcement of CPA Management Plan. Assist with the implementation of CPA management based on priorities, activities and the timeframe stated in the CPA management plan:
  • Coordinate with relevant stakeholders and the commune council to get the CPA priorities integrated into the commune investment plan
  • Participation in the mainstreaming of CPA priority into the local planning process and put into implementation
  • Link with other projects/partners to get the support for the implementation of CPA management plan
  • Monitoring and Evaluation of CPA Management Plan Implementation: Assist in the preparation of CPA Management Plan M&E frameworks, setting indicators and tools, and coordinate M&E and reporting:
  • Set up the CPA management plan M&E frameworks (in close cooperation with M&E team)
  • Set up and agree on the M&E tools and indicators
  • Help organize and implement a review of best practices on CPA management plan development, including practitioners, NGOs, CPAs and local and national authorities, with the objective to identify possibilities for improving the process
  • Provide the capacity building to PDoE, CPA committee on the M&E process
  • Coordinate the regular M&E of CPA management plans
  • Prepare progress report on M&E with concrete recommendations to fine tune activities and improve the implementation
  • Coordinate in Planning and Capacity Building: Provide support to the DCL team and project team to conduct CPA training need assessments, identify gap and proposed the capacity building plan:
  • Work closely with the project team and DLC to develop monthly, quarterly and annual work plans and budgets and submit to Project Manager and DCL focal point
  • Base on the capacity-building need assessment and capacity building plan, work with DCL, Project Team and relevant stakeholders to provide trainings on CPA management, and other relevant topics for PDoE, Rangers and CPA committees.
  • Coordinate with DCL team, Provincial Facilitators, project partners and relevant agencies who work with the project in the 7 targeted provinces on CPAs management,
  • Regularly report to Project Manager and DCL focal point about the progress of CPA legalization process,
  • Document best practices and lessons learnt regarding the development, implementation and evaluation of CPA management plans
  • Perform other duties, as assigned by the Project Manager and DCL focal point

The consultant will be selected in accordance with the Selection of Consultant (ICS) method set out the World Bank Procurement Regulation for Investment Project Financing (IPF) Borrowers, dated July 1, 2012, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 74, dated May 2012. Only eligible and qualified individual consultant will be invited to respond to request for proposals.
