Conservation International-Greater Mekong Program (CI) has worked in Cambodia since 2002. CI has multiple conservation projects in the Central Cardamom Mountains National Park (CCMNP), Tonle Sap Great Lake, Prey Lang Wildlife Sanctuary, and in the Veun Sai-Siem Pang National Park. CI works in partnership with the Ministry of Environment, Ministry of Agriculture, Forestry, and Fisheries, other international conservation and development organizations, local non-governmental organizations and the private sector.

Landscape Technical Manager, Cambodia-International Assignment (1 Position)

Duties
  • Position Responsibilities:
  • Oversee the overall implementation and ensure effective project management of CI’s activities in the Central Cardamoms Mountain National Park and support landscape, including work plans, budget monitoring, operational logistic support, staffing, procurement and reporting.
  • Work with CI Greater Mekong and Global team members and contractors/partners to ensure alignment of project activities and interventions with REDD+ (e.g. VCS/CCB) safeguard requirements, including FPIC requirements, and outputs from the Project Documents.
  • Responsible for managing some public or private funds, monitoring results, and recommending follow-up action. Reviews for understanding and compliance with donor agreements.
  • Manage implementation of agreements and partnerships including with government, communities, private sector, non-governmental organizations and donors.
  • Gather, develop and share project information, actions plans and deliverables with internal and external project stakeholders, including government, private sector, non-governmental organizations and donors.
  • Function as a key project information source and advisor. Represent CI and ensure effective communications and information sharing between all partners and stakeholders.
  • Monitor project progress and identify trends and corrective actions to resolve problems and ensure future project efficiencies. Help identify tools, resources and training that will facilitate project success.
  • Manage the preparation of reporting summaries and project narratives. Collaborate with HQ and Program finance and operations staff on project financial reporting.
  • Manage project staff which may include hiring and managing subcontractors, partner staff and other non-CI project personnel.
  • Perform additional related duties as assigned by supervisor.
  • Additional Responsibilities:
  • Fundraise to help support CI projects and strategies in the Cardamom Landscapes; contribute to fundraising and proposal development of large, public and private sector fundraising efforts.
  • Continue CI forest policy reform process with NGO stakeholders and government partners; understanding of sustainable financing for sustainable protected area management (REDD+); contribute to technical and policy advise on current and new policies made by the Ministry of Environment of Cambodia.
  • Manage media relationships and predict public exposure of projects so correct explanations can be developed and provided to media on topical issues surrounding CI projects or conservation in general in Cambodia; promote CI projects with positive exposure in international and national media and entertainment outlets.
Requirements
  • Requirements:
  • Bachelor’s Degree in natural resources management, protected area management, forest governance, conservation or equivalent. Master’s degree preferred.
  • 4-8 years related work experience in project management, including planning and budgeting.  
  • Minimum 4 years’ experience supervising others and managing and motivating multi-cultural teams.
  • Field experience and knowledge of protected area management and biological research and monitoring.
  • Understanding of the economic and environmental issues facing developing countries and the local communities strongly preferred.
  • Ability to diagnose problems and identify solutions.
  • Strong written communication skills. Proficient in written and spoken English.
  • Ability to work well under pressure, multitask, set priorities, and deliver quality results.
  • Excellent interpersonal and communication skills; problem solving, conflict resolution, and negotiation skills.
  • Additional Qualifications:
  • Knowledge and/or understanding of sustainable conservation financing.

Community Engagement and Safeguards Manager (1 Position)

Duties
  • Work with the CI team to help develop needed safeguard implementation plans and systems;
  • Assist the landscape team to implement the environmental screening and assessment provisions required for each project;
  • Support stakeholder mapping and engagement activities and the development of a stakeholder engagement plan;
  • Support engagement with Indigenous stakeholders and as necessary, lead processes of free, prior and informed consent (FPIC);
  • Lead regular community consultation and engagements to ensure projects activities are addressing conservation and community needs and are in-line with safeguard plans; 
  • Assess key actors capacity building needs related to responsibilities related to safeguards and community engagement and that correspond to project activities;
  • Provide input to relevant project guidance, reports, or other project documentation to ensure consistency with SGIP and other requirements under REDD+;
  • Assist project team to ensure that proposed activities are correctly screened and comply with the safeguard requirements;
  • Working with the CI team to implement the project grievance redress mechanism (GRM), including:
  • Instruct the project team and other project agencies on their responsibilities in the GRM;
  • Help establish a simple registry system, to document and track grievances received (including forms to record complaints and how they have been resolved); and
  • Prepare reports on progress of the GRM for inclusion in the environmental and social monitoring and progress reports;
  • Assist with monitoring data for the development of environmental and social risk management (Safeguard Monitoring Reports) during implementation of project activities as needed, and periodic environmental progress reports.
  • Participating in program planning activities, providing technical oversight, managing partnerships and capacity building programs and supporting reporting efforts.
  • Perform additional related duties as assigned by supervisor.
Requirements
  • Bachelor’s degree or up to four years of college level work. Advanced degree or graduate studies preferred.
  • Experience in environmental and social safeguard implementation in the context of REDD+, including a detailed understanding of the environmental and social management good practice that relates to safeguard requirements in the project and relevant national laws and regulations and REDD+ project (JCM, VCS/CCB, etc.) requirements for environmental and social safeguards
  • 4- 6 years work experience in leading conservation or research programs or initiatives or the equivalent combination of education and experience.
  • Experience formulating strategy to achieve goals, developing and implementing plans, and reporting on progress.
  • Proven ability to understand, interpret and apply technical and scientific information and data to achieve tangible results.
  • Excellent oral, written and interpersonal communication skills. Strong attention to detail and time management skills.
  • Proficient in Microsoft Office. 
  • Proven ability to work in a team environment and work well across cultures and within and across organizations.
  • Professional fluency in English and Khmer required
 

Law Enforcement Coordinator (1 Position)

This position is based in the CI Phnom Penh office and responsible for supporting the implementation of law enforcement and governance activities under the CI Cambodia’s Landscape Program. The Law Enforcement Coordinator will focus on the Prey Lang Wildlife Sanctuary (PLWS) and broader landscape with support to other landscapes and landscape teams as needed. The Law Enforcement Coordinator will be responsible for coordinating with Ministry of Environment (MoE), Provincial Department of Environment (PDOE), and other partners to ensure effective law enforcement in and management of the protected areas and habitats CI is trying to conserve. This will include supporting the training and oversight of rangers, patrol planning, supporting the PDOE/MoE in management and facilitating meetings, supporting ranger use and implementation of SMART and other conservation technologies and other tasks related to the ongoing management and law enforcement needs and delivery of the landscape program projects. Success in this role is dependent on an interest in law enforcement, spatial data, wildlife conservation, motivation to work for long periods in rural forest areas, and a strong willingness to learn new skills. The Law Enforcement Coordinator will report PLWS Landscape Manager.

Duties
  • Provide and support in the provision of ranger training (basic skills, technology, SMART, etc.);
  • Support quality control for all SMART activities.
  • Work with project team including MoE/PDoE to prepare patrol workplan;
  • Assist in coordinating joint patrols and/or community patrols when relevant;
  • Work in close coordination with CI project team and MOE/PDOE to ensure the occurrence of monthly meetings, patrol planning, and other needed regular communications regarding law enforcement and management;
  • Assisting to provide periodical training courses on SMART Data Collection, drone and on Basic Ranger Skills to implement SMART system;
  • Conduct regular field-checks on rangers and provide frequent in-field training refreshers, coaching and provide report for the field check;
  • Assist the training/refresher training to project staff and/or community members
  • Work with project team in the development of donor reports and governmental reporting as needed;
  • Support biodiversity research and monitoring as needed;
  • Work with project teams on community engagement and livelihood work as needed;

Requirements
  • Bachelor’s in natural resource management, environmental, geography, forestry or equivalent
  • At least five years’ previous experience in program coordination and/or monitoring and evaluation role in natural resources management and law enforcment.
  • Strong interest in protecting Cambodia’s natural environment
  • Able to read maps and use technology (e.g. SMART, GIS, cameras, computers, drone, smartphones)
  • Computer proficiency such as MS Word, MS Excel, spreadsheet
  • Verbal communication and teamwork skills
  • Attention to detail
  • Physically fit and able to trek and camp in rural/forest conditions over multiple days
  • Fluent spoken and written Khmer and intermediate spoken and written English

Project Coordinator (1 Position)

Position Summary:

The Project Coordinator will be responsible for providing support towards the implementation of CI's Landscape Conservation Program that focuses on the Prey Lang Wildlife Sanctuary (PLWS) and Veunsai Siampang National Park (VSSPNP) , with a keen focus on the REDD+ project implemented across all four provinces of the PLWS and two provinces of VSSPNP.

 

GIS Officer (1 Position)

This position is based in the CI Phnom Penh office and responsible for providing GIS support for CI’s Cambodia program. The GIS Officer will work primarily with the CI-Cambodia landscape team to support GIS, and other remote sensing needs for ongoing conservation and management work. The officer gathers and distributes routine GIS data and information and will work under direction and support of the Spatial Analysis Coordinator, performing tasks related to forest cover monitoring, implementation and reporting using Spatial Monitoring and Reporting Tools (SMART), general mapping/GIS needs, and other tasks to support the conservation projects. As directed, the Officer will generate, collate, organize, maintain and archive GIS data. S/he will help serve as a technical support for Landscape team to help provide them with relevant GIS data needed to make informed decisions, build capacity, and help implement conservation. This position will primarily focus on the supporting conservation work within the Central Cardamom Mountains National Park (CCMNP) but may be required to provide support for other landscapes in Cambodia in which CI works.

This position does not supervise staff. Work duties are performed under direct supervision.

Duties
  • Generate GIS digital data, thematic maps, map layouts and other spatial products as needed.
  • Collate and encode spatial data to facilitate data archiving, retrieval, and processing.
  • Load and update GIS in existing databases using appropriate software. Secure data with appropriate backup procedures.
  • Update available satellite imagery for update spatial dataset and monitoring.
  • Assist in smart data quality checking and mentoring ranger on using smart mobile.
  • Work with Law Enforcement team to support regular forest cover monitoring, developing patrol plans, and using spatial data to improve law enforcement and protected area management.
  • Develop maps and related data for inclusion in reports and publications. Ensure consistency with CI’s intellectual property rights prior to publication and/or release.
  • Assist in providing GIS technical input to planning, project development, report writing, and related activities.
  • Provide technical support to government, NGOs, and other partners as directed.
  • As directed, attend technical meetings, coordinate with partners, and perform related duties to help effectively exchange and disseminate GIS information to key decision makers.
  • Conduct natural resource and related data research and queries as directed.
  • Assist in implementation of SMART with law enforcement and community teams.
  • Check and produce smart report, monthly, quarterly and semester and annual.
  • Perform additional related duties as assigned by supervisor.
Requirements
  • Bachelor’s degree or up to four years of college-level work; college degree in forestry, geography, Land management and Land administration, environment or natural resources management and preferred related field.
  • 2 - 4 years of related GIS/spatial analysis work experience, preferably in the conservation, NGO, or advocacy arena.
  • Experience using the Spatial Monitoring And Reporting Tool (SMART)
  • Strong written and verbal communication skills. Solid attention to detail and strong research and proofreading skills.
  • Technical aptitude and ability to understand and interpret detailed information and data.
  • Ability to function well in a multicultural, diverse, and fast-paced work team environment.
  • Comfortable working in remote and rustic field conditions.
  • Interest in protecting Cambodia’s natural environment.
  • Comfortable managing multiple duties and adapting to changing priorities.
