Objectives of the consultancy

The purpose of this assignment is to provide MDD-W training and coaching to the project staff to enable them to precisely conduct a baseline survey on MDD-W in response to the expected result 3 of SLIP-II, complete the necessary data analysis, and draw up recommendations for project implementation. The consultancy shall therefore serve two objectives:

  1. Provide capacity building to the project staff on MDD-W at CEDAC office in Ratanakiri province; and
  2. Provide coaching support during field practice on data collection of MDD-W in the target villages as well as to support the data analysis, ensure data quality and produce recommendations deriving from the findings of the MDD-W survey to inform project implementation.

Outputs/deliverables

  1. 2-day training workshop on MDD-W data collection and 1-2 days guided field practice
  2. Short report with results of the MDD-W baseline survey and recommendations for project implementation

Timeframe /schedule

The assignment is expected to start in March 2021 (negotiable). The selected consultant will be provided a total of 8 days with the field work and report writing excluding travelling days as detailed in the ToR.

Expertise of the consultant

  • University degree in public health, development studies, social science or related field
  • Extensive knowledge of monitoring and evaluation of development projects
  • Proven experience in designing and conducting nutrition surveys, including data collection for the indicator Minimum Dietary Diversity for Women
  • Fluency in Khmer and English language, written and spoken, excellent facilitation skills, and strong analytical skill.

Submission Requirements

Individual consultants, commercial firms, NGOs and academics that fulfill the requirement shall submit detailed technical and financial proposals via email addresses provided in the contact details. The offer closing new date for proposals submitted will be extended to the closing date mentioned above, at 5.00 PM.

Applicants have to provide a technical and financial offer. The technical part a brief description of the overall design and methodology of the training and a workplan. The financial part includes a proposed budget for training. It should state the fees per working day (plus the respective VAT, if applicable), the number of working days proposed and other cost. CEDAC will offer the consultant a transportation from the province to the project site. CVs with references shall be included.
