Open Development Cambodia (ODC) specializes in aggregating data and developing interactive digital maps and datasets. Data from many sources are collated into an easily-accessed platform, opening space for informed discussion of development issues. ODC was launched in 2011 as an independent, politically-neutral body and registered with the Ministry of Interior in Cambodia as a local NGO in 2015.

ODC in collaboration with its partners, is currently exploring a pilot project to set up new school libraries. The initial plan consists of two libraries in Preah Vihear province, one in an urban area and one in a rural area. To inform and operationalize the plan with supporting evidence, ODC is looking for a short-term consultant to conduct a preliminary study.

Purpose of the evaluation

ODC is currently finalizing its next 5-year Strategic Plan 2021–2025. Hence, this external program and organizational evaluation has two main purposes:

  1. Review and evaluate the work of ODC in its soon-to-end activity period of 2015–2020
  2. Contribute to finalizing the next 5-year Strategic Plan 2021–2025.
Requirements
  • Bachelor's Degree in a relevant discipline to the area of assignment. Additional specific training in M&E will be an asset.
  • Proven experience in evaluating programs and similar projects.
  • Highly detailed-oriented, with initiative to suggest new improvements and actions, and capacity to effectively reflect ODC’s mission and values throughout the Strategic Plan.
  • Strong communication skills that enable the consultant to effectively communicate with the ODC team and present the results in an engaging format.
  • Flexible creative-thinker able to cope with change and effectively incorporate modifications and feedback along the evaluation process.
 

Library Consultant

Purpose and objectives of the consultancy: 

The purpose of this consultancy is to generate evidence and understanding to accurately inform and guide the setting up of the Open Development Library (ODL) Program. The consultancy will result into the development of a concrete implementation plan. Under the guidance of ODC, the Consultant will conduct both primary and secondary research and collect insights from students, teachers and families to ensure that the project meets the needs and interests of the target groups.

Requirements
  • Bachelor's Degree in a discipline relevant to the area of assignment. Additional specific training will be an asset.
  • Experience working in a library is essential.
  • Proven experience in project design and in conducting similar research.
  • Highly detailed-oriented, with self-initiative to suggest additional ideas and guidelines.
  • Strong communication skills that enable the Consultant to effectively communicate with the ODC team and present the results in an engaging format.
  • Flexible creative-thinker able to cope with change and effectively incorporate modifications and feedback along the process.
