Swisscontact approaches this through 8 working areas: Initial Vocational Education and Training, Labour Market Insertion, Upskilling and Reskilling, Sustainable Agriculture, Trade, Green Cities, Tourism and Entrepreneurial Ecosystem. Swisscontact has been present throughout South-East Asia for more than 30 years.

Swisscontact is working on behalf of the Global Alliance for Trade Facilititation (GATF) and would like to commence work in Cambodia by identifying trade facilitation issues/projects to work on. On that end Swisscontact Cambodia is seeking a Project Lead based in Cambodia to support and provide strategic and technical oversight in the design, development, and implementation of GATF trade facilitation project. S/he will be responsible for supporting and providing oversight to a consultant team in developing the Country Brief and the Concept Note. S/he will then be responsible to develop the Project Proposal and lead the implementation of the project(s).

Duties
  • Create the scoping agenda and arrange the setting up and confirmation of required meetings aimed at assessing the trade environment and establishing the basis for engaging through PPD.
  • Establish a stakeholder mapping to ensure all stakeholders have been considered and understand the relationships between parties.
  • Lead the preparation and facilitation of several PPDs with the objective to co-create and agree on a project domain followed by a development plan. Ensure the project domain aligns with general Alliance criteria in terms of scope (TFA alignment, measurable, implementable within given timeframes, etc…).
  • Maintain momentum with local stakeholders, keep government senior officials informed and engaged, generally keep process moving forward at sustained pace.
  • Represent Swisscontact and the Alliance in all stakeholder meetings and with government officials.
  • Collaborate closely with the government and private sector Partners to ensure optimal use of resources, facilitated access to key stakeholders and provide value for money.
  • Track private sector in-kind contributions, identify risks and report them appropriately, record and report lessons learned. If possible, identify areas of work which can be used for case studies.
  • Track project development and report on progress through creation of reports, regular meetings and conversations with stakeholders.
  • Respond to report comments from the Alliance team and key stakeholders.
  • Consult with members of Alliance Secretariat on monitoring & evaluation, knowledge and best practice, private sector engagement and communications.
  • Draft and submit for approval the concept note and the proposal. (proposal to be drafted after approval of concept note).
  • Consult with Alliance Director when any risk is identified, or any process is unclear, or guidance is required.
  • Work closely with the Country Director and the Swisscontact project Director for the GATF project.
  • Oversee the financial spending for the Alliance projects.
  • Ensure all reporting (financial and technical) are completed on time as per the Swisscontact and Alliance Guidelines.
Requirements
  • Master’s degree in business administration, management, economics, social sciences, agriculture, or another relevant area of study.
  • 5-10 years of professional experience in trade sector/practice, specifically in relation to developing and least developed countries.
  • Previous experience in management/leadership experience as project developer, project team leader or manager in a company, with budget responsibility.
  • Excellent understanding of trade processes and in particular in relation to TFA.
  • Ability to understand challenges relating to the supply chain and formulate workable solutions
  • Interact positively with all stakeholders, both internal and external including government officials at all levels of hierarchy.
  • Has clarity on where additional skills may be required and able to establish a team which covers all project development needs.
  • Highly collaborative understanding that this is a multi-stakeholder initiative where continuous balance is required between consulting parties and moving process forward.
  • Strong written and verbal communication skills in English and Khmer.
