The Government rolled out implementation of programme budget in 2015 starting with ten ministries and expanded to all 29-line ministries and agencies in 2018. Ministry of Education, Youth and Sport (MoEYS) is among the first tier of the ten and eight key ministries that has been implementing and piloting part of its recurrent budget for programme budgeting since 2007. The budget structure of the Ministry is in accordance with the prescribed structure of the Ministry of Economy and Finance (MEF) limiting to a maximum of five programmes per ministry. In conjunction with the budget structure, the Chart of Accounts as prescribed by the MEF follows a coding system which will limit a reporting by sub-sector and budget-policy linkage. MoEYS has five programmes and numerous number of sub-programmes under each programme. MoEYS Education Strategic Plan (ESP) 2019-2023 adopts a sub-sector planning approach and has seven sub-sectors: early childhood, primary, secondary and technical education, higher education, youth development, and Physical Education and Sports. To generate a sub-sector plan, budget and financial reports will greatly facilitate the monitoring and evaluation of the ESP implementation. To support this task, the MoEYS through the Department of Finance (DoF) has to establish a computerized-based system which will produce a bridging table in mapping the budget by sub-sector. The project is now seeking a national technical assistance (TA) of Information Technology (IT) Consultant for Department of Finance.
This position is for the department of finance.
Contract Duration : The Consultant will be contracted for a period of 80 working days from the contract signing date, spread over 6 months, with the possibility of extension depending on the satisfactory performance, the need of the project, and fund availability. The TA will work at the Finance Office of the Department of Finance under the direction of the Chief and /or Vice Chief of Finance Office and in consultation from time to time with the International Public Financial Management Advisor.

The Ministry of Education Youth and Sport invites expressions of interest from suitably qualified and experienced individual consultants to undertake the above-mentioned services. The Individual Consultant will be selected in accordance with the Kingdom of Cambodia's Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated pursuant to Sub-Decree 74 on promulgating the Updated Standard Procedures for implementing all Externally Financed Projects/Programs, dated May 22, 2012 and is open to all eligible consultants as defined in the guidelines.
