The Documentation Center of Cambodia (DC-Cam) is a not for profit, a non-governmental, apolitical organization that is working on documenting the myriad crimes and atrocities of the Khmer Rouge era. DC-Cam was founded by Yale University and constituted in 1995 after the U.S. Congress passed the Cambodian Genocide Justice Act in April 1994, which was signed into law by President Clinton. The Royal Government of Cambodia also formally supported DC-Cam. DC-Cam has received numerous accolades and awards for its work in support of memory and justice for victims of the Cambodian genocide. In 2017 alone, DC-Cam was the honored recipients of the Judith Lee Stronach Human Rights Award from the Center for Justice and Accountability, and his Majesty King Norodom Sihamoni made Youk Chhang a Commander of the Royal Order of Cambodia in recognition of Chhang’s distinguished services to the Kingdom of Cambodia. In 2018, DC-Cam also was a winner of the Ramon Magsaysay Awards, which is regarded as ‘Asia’s Nobel’ prize, for preserving historical memory for healing and justice.
Project Goals and Scope of Services
The project has two activities: Archival Database Design and Online Photo Exhibition Design.
The main idea is creating a Professional Web Application a huge online archival database that have 5 types of document: paper document, physical evidence (map), audio interview, video, and photograph on a secured private server and synchronize to the AWS cloud. To ensure the sustainability, security, and integrity of DC-Cam’s internal archive, which houses the largest archive of records on the Khmer Rouge in the world.
DC-Cam is seeking the services of a full-service website and database design firm to identify and oversee implementation of improvements in the digital retrieval system for DC-Cam’s internal and cloud-based archives based on user, stakeholder, and DC-Cam feedback. The award will be made to a responsive and responsible firm based on the best value and professional capability.
The selected firm will be responsible for the development and implementation of a comprehensive and cost-effective marketing plan.
