PKO is a local NGO, localized in 2005 from a French Organization named Enfants Réfugiés du Monde “ERM”. Since 2005 PKO has implemented its intervention by a Khmer team as a Cambodian NGO registered with Ministry of Interior. With the experience of its staffs since 1997 on the education sector, PKO is acting in the province of Battambang to provide the educational and psychosocial support to the vulnerable children through developing and managing different educational programs that respond to the needs and in line with government policy.

PKO has expanded some sectors for the development projects as health, agriculture, networking, education, infrastructure, climate change and the Rights to play. Currently, PKO has been implementing four main projects such as Dream school project, Future Leader center (FLC offering foreign language and computer skill), Tiger Teaching for Improved Gender Equality and Responsiveness (“TIGER”) project and Cambodia Concept Mental Arithmetic (CCMA) with total key of 30 employees in Battambang province. We are now seeking individual as the position below.

Purpose and priority objectives of the evaluation:

This evaluation should determine the extent to which key objectives and targets have been achieved employing the 5 OECD criteria of relevance, effectiveness, impact, efficiency and sustainability as well as cross cutting issues (e.g. gender and human rights). Critically, the findings will be used as the concrete foundation in making the decision on the future plan of Dream School Project including the suggestion for activities in the potential follow-up phase. Therefore, highlighting the project successes and challenges, identifying key lessons learnt from the project and the level of need and appropriateness for future work should also be included in this evaluation.

Duties
  • Contract signing and kick-off meeting with PKO Cambodia team. The agreed documents will be provided for the desk review/study.
  • Submit the inception report which consists of updated evaluation methodologies/tools and field work plan. The agreed inception report, tools and field work-plan must be made available to PKO Cambodia prior to the field data collection.
  • Field data collection: PKO Cambodia staff will assist consultant in arranging the respondents/relevant people as required and agreed in field work-plan. The consult will be responsible for recruiting data collectors, training them, translation, and transportation to the field.
  • Presentation of preliminary findings and submit the draft of evaluation report.
  • Submit final evaluation report in cooperated the feedback/comments from PKO. The final report will be considered upon the agreement and approval of PKO Cambodia.
Requirements
  • At least 5 years of experience in conducting programme/project evaluations as a sole evaluator or team leader
  • A Master’s degree in education, social studies, or other relevant field
  • Expertise in education sector is strongly desired
  • Good understanding of project cycle management
  • Knowledge of the context of Cambodia/Southeast Asia
  • Deep understanding of current topics in development policy and human rights-based approach and cross-cutting issues
  • Proven experience with research methods (including quantitative, qualitative and participatory), information analysis and report writing
  • Fluency in spoken and written English; Khmer would be an asset but not necessary.

  • Technical Proposal Template (Annex 1) duly completed and signed by the Consultant;
  • Detailed budget breakdown (Annex 1) consisting of consultancy fees (per day) and all-inclusive fees (travel, insurance, incidentals, accommodation, materials etc.).
  • CV. highlighting the Consultant’s experience in the specific field of the services and his/her specific experience in the country/region where the services are to be performed;
  • Two examples of relevant previous evaluation reports
