Position Overview

The Head of Programs is a member of Country Direction Committee and is responsible for leadership and management of implementation. The Program Department is part of the AEA Country Team to implement the key concepts and provide leadership role in innovation and implementation of the overall program delivery.

The Head of Programs acts as a senior leader on educational program development and improvement, collaborates extensively with departments and occupies a strategic important role in the programmatic success of AEAI Cambodia Program. The position reports directly to the Country Director and has regular interaction with senior staff, country and regional heads, donors and key stakeholders.

AEA is in the process of starting a US$ 34M consortium project. The project aims to implement across the country providing access to equitable, quality and relevant primary education to 116,396 marginalized, out of school children (OOSC) in Cambodia. The head of programs will lead this consortium project to support OOSC to access primary education, focusing on equitable access, quality and relevance, and ownership and accountability.

Duties
  • Leadership and Collaboration
  • Roles model in achieving a high standard in the country’s program policies and procedures, values and leadership;
  • Proactively contributes to the evolution and development of country strategy;
  • Ensures that all that staff under supervision have clear performance goals, indicators and development plans which enable them to succeed;
  • Serves as a critical member of the Direction Committee to ensure strategic leadership together with the respective team members;
  • Supports the effective management of the division’s resources (financial, technical and operational) in order to achieve the strategic objectives;
  • Effectively selects, retains and develops staff’s talents, experiences and skills to build a strong organization;
  • Proactively leads a team to ensure a high standard of employee engagement;

  • Program implementation
  • Leads the implementation of AEA’s overall program strategy in line with the organization’s Strategic Plan;
  • Develops and manages the flow of information regarding AEAI ’s evolving key concepts programming, social enterprise concepts, to both internal and external stakeholders, with a particular focus on changes in plans and overall programs progress, challenges and achievements;
  • Stays informed about research and trends in the area of international education and recommend improvements for AEAI and global programs accordingly;
  • Leads the implementation of program/projects and support the implementation of countries programs;
  • Develops relationships and partnerships and negotiate with international and national partners as well as government and donors for existing and future program development opportunities within the country;
  • Assists the Team in preparing high-quality reports to meet with donors’ and investors’ requirements.

  • Supports program quality and/or effectiveness systems (monitoring, evaluation, accountability, learning) .
  • Provides effective support to put in place best practices and lessons learnt for educational programs so they can be shared and/or replicated across the intervention countries;
  • Supports the documentation and communication of best practices that are coherent with the strategy, policy, systems & processes;
  • Facilitates the exchange of learning/experiences across local, national and international contexts, relevant to the country and region;
  • Represents AEA externally to ensure our experiences helps shape the development agenda and remain abreast of developments in donor and peer agency approaches to development effectiveness;
  • Undertakes advocacy as required for AEA’s development work and any related significant issues to achieve strategic objectives.
  • Support Resources Mobilization
  • Supports the development and implementation of Resources Mobilization strategies, aligned with other relevant organization corporate strategies (including Fundraising, Programs, and Advocacy) to position AEA and program quality strongly within the regions and to secure agreed revenue targets .
  • Supports in identifying and developing opportunities for emerging and innovative financing within the, and advise on appropriate strategies and approaches to seize them .
  • Works closely with Country Director and Head of Resources and Development to establish and improve sustained partnerships for fund, including with major bilateral donors, multi-lateral organizations, and foundations and newly emerging funding sources, as well as on changes in the donor context .

Requirements
  • Qualification
  • A Master’s Degree in Project Management, Social Science, Education, International Development, International Relations or related disciplines;
  • Extensive knowledge of the Cambodian education system and technical areas relevant to AEA;
  • Education setting, and practice, theory of change, result-based management, project cycle management, measurement of quantitative and qualitative impacts;
  • Ability to develop and link program metrics to program outcomes and to articulate and promote strong monitoring and evaluation systems and procedures;
  • Broad knowledge with key donors including European Union, USAID, Ausaid, AFD, etc.;
  • Experiences
  • At least 10 years professional experience in a managerial role, with demonstrated successes in managing teams, program implementation and management, new business development, and working through delegated functional managers;
  • Proven track record of achieving results and ability to cope up with multiple priorities and be able to take initiative;
  • Prior experiences in a fast-paced global and/or regional organization aiming for results and growth;
  • Experiences in developing organizational strategies;
  • Experience in a team-setting of diverse backgrounds working towards a global development.

Position Overview

The Head of MEAL and Innovation is a member of Country Direction Committee. The MEAL and Innovation is part of the AEA Program Team to implement the country key concepts and provide leadership role in innovation and implementation of the overall program delivery.

The Head of MEAL and Innovation acts as a senior leader on quality, impact and learning, collaborates extensively with departments and occupies a strategic important role in the programmatic success of AEAI Cambodia Program. The position reports directly to the Country Director and has regular interaction with senior staff, country and regional heads, donors and key stakeholders.

The Head of MEAL and Innovation reports to the Country Director and is responsible for coordinating all data monitoring, collection, analysis and learning activities to help ensure accountability and efficiency of AEAI Cambodia projects. S/he will provide regular support to country teams through frequent remote engagement and field visits, working with project staff to assess field conditions, support capacity strengthening, and facilitate the collection and reporting of quality data. The incumbent will lead coordination and roll-out of the newly-established regional M&E system including ensuring the proper use of monitoring tools in line with AEA standards for program and reporting quality.

AEA is in the process of starting a US$ 34M consortium project. Duties
  • Technical Monitoring, Evaluation, Accountability
  • Leads the development and oversee the roll-out of a MEAL system and ensuring accountability to donors and beneficiaries.
  • Builds strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported by partners and field staff.
  • Works closely with the program teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability.
  • Oversees routine project monitoring activities and track progress towards targets, ensuring planned implementation and monitoring activities have been completed, as scheduled.
  • Regularly reviews country tools and tracks forms to ensure activities that require follow-up are addressed, making sure to trouble-shoot and flag issues to the regional management team.
  • Compiles, reviews and consolidates regular project data for use by different departments at regional and international levels, such as for funding and communication purposes.
  • Tracks planned evaluations and ensure that evaluation reports are obtained and shared to facilitate learning.
  • Supports country teams to design and carry out assessments and research exercises, as appropriate.
  • Provides documentation on case studies and success stories, in collaboration with project staff.
  • Learning and Innovation development
  • Manages and grow digital Learning platform and all its component parts with the goal of increasing capacity and awareness of learning for all staff.
  • Is accountable for the overall relationship and management of learning platform and content providers.
  • Ensures training initiatives and execution strategically align with user support functionality, user advocacy, and communications.
  • Be responsible for the planning, implementation, and measuring progress of the Digital Learning Team.
  • Incorporates user feedback from training and user engagement into communication and knowledge resources for users.
  • External Reporting and Representation
  • Ensures external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting.
  • Ensures that high quality analysis reports to illustrate AEAI’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events.
  • Ensures that AEAI is represented at relevant partners and government level meetings at the field level to enhance best practices sharing and learning
  • Promotes sharing of lessons learned from project M&E to improve project design and implementation across the region.
  • Undertakes quality control and final editing of all reports generated at the country level, ensuring all documents reflect sound M&E practice and accurate data.

  • Ensures project M&E design in proposals is logically sound, beneficiary-informed and contextually appropriate, based on evidence and learning from the field.
  • Supports drafting of well-developed M&E plans in project proposals, including development of logical frameworks and performance monitoring plans.
  • Monitors program quality and/or effectiveness systems (monitoring, evaluation, accountability, learning) .
  • Effectively puts in place best practices and lessons learnt for educational programs so they can be shared and/or replicated across the intervention countries;
  • Manages the documentation and communication of best practices that are coherent with the strategy, policy, systems & processes;

Requirements
  • Qualification
  • Minimum Bachelor’s Degree in Statistics, M&E, Project Management, Social Sciences, Education, International Development, or related disciplines; Master’s Degree in a relevant field an added advantage.
  • Knowledge of major evaluation, data collection and analysis methodologies including qualitative, quantitative, and mixed methods.
  • Experience with data quality assessment, oversight, and tools development.
  • Capacity to produce high-quality reports in English.
  • Highly proficient in Windows Excel and quantitative analysis.
  • Ability to design / refine M&E tools, surveys, surveillance systems, and evaluations.
  • Education setting, and practice, theory of change, result-based management, project cycle management, measurement of quantitative and qualitative impacts;
