World Vision is an international Christian Humanitarian Organization working with the poor and oppressed to promote human transformation and seek justice. The ISAF project aims to improve the quality and responsiveness of selected public services through more informed and engaged citizens.

This project is funded by:

  • The Social Accountability and Service Delivery Trust Fund managed by the World Bank with the support of the German Ministry for Economic Cooperation and Development (BMZ), the Swiss Agency for Development and Cooperation (SDC) and World Vision International Australia

The Advocacy and Policy Institute (API) is a leading Cambodian capacity building organization in the areas of advocacy, policy influencing, citizen engagement and good governance. Oxfam/The Voice funds the project “People’s with Disabilities’ Voices and Actions in I-SAF” that aims to support citizens with disabilities to better use the possibilities provided by the implementation of the national Social Accountability Framework (I-SAF) to make their voices heard in claiming better access to services and participation in local governance.

This project is funded by:

  • Voice, an innovative grant facility of the Ministry of Foreign Affairs of the Netherlands and, in Cambodia, implemented by Oxfam."

World Vision and API are seeking for a consultant or team of consultants to fill in the position below:

THE PURPOSE OF THE POSITION

The consultant or team of consultants will conduct a review of the ISAF Operational Guidelines for NGO Partners. The specific objective of this review are:

  • To review and improve the ISAF operational model to ensure an increased inclusiveness, efficiency and effectivity of ISAF as per the objectives of ISAF Phase II and the lessons learned during phase I
  • To update according to this new operational model the ISAF Operational Guidelines and the ISAF training curriculum
