Pact is recruiting Cambodia-based agriculture and forestry consultants to support the USAID Green Invest Asia project, a technical assistance facility working to catalyze private investment for sustainable agriculture and forest landscapes across Asia. By 2022, USAID Green Invest Asia aims to mobilize $400 million of private finance for sustainable production in agriculture and forestry that will reduce investment barriers and result in a reduction or sequestration of 25 million tons CO2 e of greenhouse gas (GHG) emissions. We currently operate across Southeast Asia with a focus on Cambodia, Indonesia, the Philippines, Thailand, and Vietnam.

USAID Green Invest Asia supports mid-growth agriculture and forestry companies with strategies, assessments and advice to improve their sustainable commodity production and business practices. In doing so, we ready companies for investment and help them access sustainable financing from banks, impact funds, climate funds and other institutions in our financial network. USAID Green Invest Asia facilitates a pipeline of partner businesses involved in commodities including coconut, coffee, cacao, rice, rubber, timber, bamboo, biomass, and other commodities.

Work for Agriculture and Forestry Businesses in Cambodia.

Supervisor: Senior Advisor – Agriculture, Forestry, and Other Land Use

Effort: Maximum of billable days 30 Period of Performance: May 15, 2020 – May 14, 2021 

PURPOSE

The purpose of this assignment is to provide technical and evaluation support for potential business partners in Cambodia. This includes conducting evaluations and due diligence assessments - looking at potential risks of a company, including environmental and social issues - as a key activity prior to defining a scope of work with the partner company. It is envisioned that the consultant will provide their services on an as-needed basis up to 30 days over a period of one year. For this assignment, the consultant will work directly with the Senior AFOLU Advisor and other USAID Green Invest Asia staff as appropriate.

Duties
  • Understand the project and its general due diligence needs and process, through conversation with the Senior AFOLU Advisor
  • Conduct evaluations and due diligence assessments of multiple businesses (similar tasks per business)
  • Review and summarize key documents provided by potential partner companies (in local language and English), with a focus on social, environmental, and other potential risks
  • Discuss with Senior AFOLU Advisor to review findings of the document review
  • Help identify gaps in information and potential follow up questions for potential partner companies
  • Conduct site visits to assess sustainability of business operations and identify potential social and environmental issues, including recommending appropriate mitigation measures and areas for improvement
  • Participate in meetings and follow up discussions with potential partner companies and review additional information as available
  • Advise project staff and potential partner companies on sustainable forest management, certification, forestry operations, legal timber trade, and other relevant technical matters
  • Provide a written due diligence assessment summary report of key findings (in English)
Requirements
  • Bachelor’s degree or higher in agriculture/agribusiness, forestry, natural resource management, or related field
  • At least 7 years of experience in the agriculture/forestry/land use sector in Cambodia
  • Strong analytical skills
  • Experience working directly with agriculture or forestry businesses on social and environmental safeguards and/or conducting due diligence assessments in Cambodia preferred
  • Knowledge of Khmer language preferred
  • Cambodian national or international consultant based in Cambodia
  • Excellent written and spoken English language
