The Ministry of Education, Youth and Sport (MoEYS), under the Framework of the National Strategic Development Plan, developed the Education Strategic Plan (ESP) 2019-2023 with the ambition to develop human capital to lead Cambodia’s transformation to an upper-middle income country by 2030. To achieve these national goals, the Teacher Policy Action Plan (TPAP) was formulated to provide clear direction for systematic reform and implementation of teacher policies from 2015 to 2020, including concrete programs, activities, timelines, expected outcomes and projected budget. A TPAP revision was finalized in November 2019 to be aligned with the new ESP as well as the recently approved Continuous Professional Development (CPD) and Action Plan.

The third consecutive grant for Cambodia from Global Partnership for Education (known as GPE-3) consists of two parts: a ‘fixed part’ of US$14.4 million managed by UNESCO as the Grant Agent, and a ‘variable part’ of US$6.2 million with UNICEF operating as the Grant Agent. The two parts of GPE-3 work in a complementary manner to achieve impactful results, with implementation taking place from 2018-2021.

For the fixed part, under the leadership of the MoEYS and in consultation with the development partners, UNESCO formulated the Strengthening Teacher Education Programmes in Cambodia (STEPCam) to institutionalize continuous professional development for teachers in Cambodia, as envisaged in the MoEYS CPD Policy.

The objective of STEPCam is to improve the quality of teaching in order to improve student learning, providing assistance at four levels: system, trainers, teachers, and the teaching and learning environment.

Contract duration, location and other conditions 

The duration of the contract will be for a period of 11 months, from June 2020 to May 2021 during which the National Consultant is expected to provide continuous technical assistance. It is expected the Consultant will be based at the DoPERs or DIT for the duration of the contract to closely liaise with relevant departments and DPs mentioned previously.

Duties
  • Specific tasks include, but will not be limited to the following:
  • Perform an external coding review of the HRMIS with the objective of developing a report on methods for increasing speed and performance. During the review of the coding system, the software development specialists will work closely with HRMIS developers and provide the updated source codes in case of further development in the future.
  • Test, maintain and recommend software improvements to ensure strong functionality and optimization of HRMIS, addressing synchronization issues and other shortcomings of HRMIS identified.
  • Assist STEPCam Technical experts to analyze user requirements and convert requirements to design documents, which include employment history, certification and qualification, career plan, promotion, transfer, deputation, attendance and leave management system, staff performance management, health and safety, rewards, training appreciation, disciplinary actions, suspension, termination, and resignation.
  • 4. Review login protocols and access to data for users at school, district, provincial and departmental levels and develop proper login protocols and restrictions for HRMIS for each type of user (Develop a mobile application for HRMIS for direct access to individual staff records for each staff member under a secure access protocol such as through identification of each staff members Payroll ID. Develop functionality to enable staff to confirm their records accuracy and to comment on any issues pertaining to their staff record)
  • Design CPD modules and TCP modules in the HRMIS, making them interoperable and easily modifiable with the possibility of adding new ones in the future, to enable the tracking and monitoring systems required to operationalise the CPD and TCP frameworks
  • Design an interactive website, mobile compatible, to disseminate CPD and TCP information both in English and Khmer, and an online HRMIS support forum accessible from the HRMIS portal
  • Develop data and systems security procedures and mechanisms against hackers and/or system disruption
  • Transition knowledge to HRMIS support team under DoPers and put in place the necessary mechanism for highly reliable software solution through training of HRMIS teams in data collection, data entry and other relevant technical matters
  • Coordinate with a team of consultants, including the HRMIS hardware consultant and USESDP II consultants, to promote software-hardware compatibility and optimization
  • Develop new formats of various teacher and staff statistics reports to be generated through HRMIS for better accuracy and utility.
  • Undertake a quality assessment of 1000 teachers’ HR records in HRMIS as specified in the STEPCam’s results framework
  • 12. Assist DoPers and STEPCam consultants to monitor the initial pilot of HRMIS in selected provincial districts and then in provinces under STEPCam’s geographical coverage, using specific approved tools, while also providing concrete feedback to improve these tools and the quality of the trainings delivered.
  • Work with a team of consultants to produce detailed user-friendly HRMIS manual explaining day to day operations of the HRMIS system for all stakeholders
  • Provide support towards development of training packages for national and sub-national staff to monitor 3,372 teachers in STEPCam’s target provinces to have CPD credit registered,
  • Collaborate with a team of consultants to provide input for development of an HRMIS policy document for DoPERs.
Requirements
  • 5 years experience in development of enterprise information systems
  • 3 years experience in *.Net and MySQL
  • Proven development background with cited examples.
  • Experience in development of HRMIS is an advantage, but not required as is experience in development of systems in the sector of Education that is required
  • A relevant university degree in (management of) information systems, computer science, and/or information technology
  • Excellent planning, organizational, monitoring and coordination skills
  • Working verbal and written English language skills
  • Khmer mother tongue
  • Ability to work collaboratively with Development Partners and counterparts in government and at sub-national levels
  • Ability to deliver results amid deadlines.
