Approximately 55% of health centers are estimated to have integrated Primary Eye Care (PEC) services, reflecting steady progress supported by partners such as The Fred Hollows Foundation (FHF) and other NGOs through staff training and the installation of PEC kits. These efforts have improved service readiness, yet significant gaps remain in documentation, the functionality of PEC services, and understanding the factors that enable or hinder effective delivery.
Current efforts align well with national commitments to expand essential, high-quality, and responsive primary healthcare services. Priority areas such as increasing the percentage of PEC-trained staff, improving the functionality of PEC services, ensuring alignment with MPA eye health priorities, and strengthening vision services at referral hospitals (CPA1, CPA2, CPA3) directly support national eye health indicators and primary health strategies. Further strengthening PEC integration, improving data systems, and enhancing service functionality would reinforce alignment with national policies and better ensure that eye health services meet population needs.
It is not clearly explained how the 20 Sub-National Roadmaps for Blindness Prevention and Control were developed or implemented in collaboration with multisectoral stakeholders under the guidance of the NPEH and the Provincial Health Departments. These roadmaps outline province-specific priorities aligned with the National Strategic Plan for Blindness Prevention and Control, national health strategies, and national and provincial development plans. Provincial Health Departments use these roadmaps as the basis for their Annual Operational Plan.

The Objectives
The objective to conduct mapping of primary eye health care integration/performance available at health centers in Cambodia and to document the progress of roadmap plans’ implementation at the sub-national level.
