Approximately 55% of health centers are estimated to have integrated Primary Eye Care (PEC) services, reflecting steady progress supported by partners such as The Fred Hollows Foundation (FHF) and other NGOs through staff training and the installation of PEC kits. These efforts have improved service readiness, yet significant gaps remain in documentation, the functionality of PEC services, and understanding the factors that enable or hinder effective delivery.

Current efforts align well with national commitments to expand essential, high-quality, and responsive primary healthcare services. Priority areas such as increasing the percentage of PEC-trained staff, improving the functionality of PEC services, ensuring alignment with MPA eye health priorities, and strengthening vision services at referral hospitals (CPA1, CPA2, CPA3) directly support national eye health indicators and primary health strategies. Further strengthening PEC integration, improving data systems, and enhancing service functionality would reinforce alignment with national policies and better ensure that eye health services meet population needs.

It is not clearly explained how the 20 Sub-National Roadmaps for Blindness Prevention and Control were developed or implemented in collaboration with multisectoral stakeholders under the guidance of the NPEH and the Provincial Health Departments. These roadmaps outline province-specific priorities aligned with the National Strategic Plan for Blindness Prevention and Control, national health strategies, and national and provincial development plans. Provincial Health Departments use these roadmaps as the basis for their Annual Operational Plan.

Summary

Position Title: Consultant

Institution: National Program for Eye Health

Reporting to: Chairman of NPEH

Length of assignment: 15 January to 13 March 2026.

The Objectives

The objective to conduct mapping of primary eye health care integration/performance available at health centers in Cambodia and to document the progress of roadmap plans’ implementation at the sub-national level.

  1. Determine the coverage, performance and challenges of PEC services at Health Centers across Cambodia, including integration within the broader Primary Health Care (PHC) system.
  2. Document the progress of implementing the Roadmap for Blindness Prevention and Control at the sub-national level aligned with the national strategies

Scope of work

  1. National Mapping
  2. 5% of total Health Centers across Cambodia will be included in a structured quantitative survey to assess PEC integration, functionality, and service readiness.
  3. Qualitative Assessment
  4. Three provinces will be selected in consultation with NPEH to represent diverse contexts (e.g., geographic spread, PEC maturity).
  5. In each selected province:
  • 1 Provincial Health Department (PHD)
  • 1 Operational District (OD)
  • 1–2 Health Centers for observational visits
  • PEC-trained staff and community members for FGDs
  • Patient for FGDs
  • PHD and OD Directors for KIIs

Key Deliverables

  1. Finalization of assessment tools, work plan, and schedule.
  2. Completion of a desk review of relevant documents.
  3. Completion of quantitative data collection
  4. Completion of qualitative data collection from selected provinces, Operational Districts (ODs), and Health Centers.
  5. Data analysis and preparation of a draft report.
  6. Submission of a comprehensive final report, including an executive summary, key recommendations, and proposed solutions. The report will be written in Khmer and English.
