Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR), is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in prevention, treatment and care across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.

This position for SBCC and Online HIV Services

The Technical Advisor will lead efforts to leverage online and mobile platforms to enhance the delivery, uptake, and monitoring of HIV services among key populations for the LINKAGES project in Cambodia and local. Additionally, the position holder will coordinate with relevant personnel across LINKAGES Cambodia on the development and dissemination plans of Strategic Behavioral Change Communication (SBCC) content for their respective campaigns and/or communication strategies. The position will be based in Phnom Penh but may require travel within Cambodia to project sites or regional/international travel for conferences and workshops. The primary responsibilities of this position will be to guide and assist NCHADS and local implementing partners to design, implement, and monitor online HIV outreach and service delivery – along with any associated SBCC components – for key and other at-risk populations in Cambodia.
