Position Summary

Reports to: National Project Manager

Contract Type: Contract Staff

Classified Level: L-9

Duration: One year with possibility of renewal

Duties & Responsibilities:
  • Prepare detailed work plan and budget under the guidance of the National Project Manager;
  • Make recommendations for modifications to the project budget and, where relevant, submit proposals for budget revisions to the NPM for review and Project Board for approval;
  • Facilitate project planning and decision-making session;
  • Facilitate relevant agreements with stakeholders and the day to day liaison with them;
  • Organize the contracting of consultants and experts for the project, including preparing TORs for all technical assistance required, preparation of an action plan for each consultant and expert, supervising their work, and reporting to the NPM and Project Board;
  • Provide Technical guidance and oversight for all project activities;
  • Oversee the progress of the project components conducted by local and international expert, consultants, and cooperating partners,
  • Coordinate and oversee the preparation of all outputs of the project;
  • Organize Project Board and other meeting as well as annual and final review meeting;
  • Coordinate and report the work of all stakeholders under the guidance of NPM;
  • Prepare PIRs/APRs in the language required by the GEF and the UNDP’s CO and attend annual review meeting;
  • Ensure that all relevant information is made available in the timely fashion regarding activities carried out nationally;
  • Prepare and submit quarterly progress and financial report as required, following all GSSD’s guideline, quality management system, and internal administrative process;
  • Coordinate and participate in M&E exercise to appraise project success and make recommendations for modifications to the project;
  • Perform other duties related to the project in order to achieve its strategic objectives;
  • Ensure the project utilizes best practices and experiences from similar project;
  • Ensure the project utilizes the available financial resources in an efficient and transparent manner;
  • Ensure the all project activities are carried out on schedule and within budget to achieve the project outputs; and
  • Solve all scientific and administrative issues that might arise during the project.
Requirements:
  • At least Master’s degree in Natural Resource Management, Environmental Management/ Climate Change, Science or Related field or equivalent.
  • Minimum 5 years of experiences in project management.
  • Experience on promote integrated landscape management for the conservation and sustainable use of biodiversity, natural resources and ecosystem services in the northern part of Cambodia.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in Natural Resource Management, Environmental Management/ Climate Change, Science or Related field or equivalent.
Work History:
  • Experiences in project management for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience on promote integrated landscape management for the Conservation and sustainable use of biodiversity, natural resources and ecosystem services in the northern part of Cambodia;
  • Experience facilitating consultative processes, preferably in the field of the natural resource management;
  • Previous experience working with a GEF-supported project is considered and asset.
  • Excellent communication and writing skills in English and Khmer.

  • Proven ability to promote cooperation between and negotiate with a range of shareholders, and to organize and coordinate multi- disciplinary teams;
  • Strong leadership and team building skill;
  • Self-motivated and ability to work under pressure;

Finance Assistant

Position Summary

The Finance Assistant will work under the direct guidance of the National Project Manager (NPM) and work closely with project team. The Finance Assistant will be responsible for overseeing all finance, accounting, procurement, administrative and human resources functions under the project. This includes support the project’s operations, finance and administrative staff, and its implementing partners.

Duties & Responsibilities:
  • Responsible for providing general financial support to the project;
  • Assist project management in performing budget cycle: Planning, Preparation, revisions, and budget execution;
  • Monitor project expenditures, ensuring that no expenditure is incurred before it has been authorized;
  • Assist project team in drafting quarterly and yearly project progress reports concerning financial issues;
  • Perform preparatory work for mandatory and general budget revisions, annual physical inventory and auditing, and assists external evaluators in fulfilling their mission;
  • Prepare all outputs in accordance to ProDoc and GSSD guideline;
  • Ensure the project utilizes those available financial resources in an efficient and transparent manner; and
  • Ensure that all project financial activities are carried out on schedule and within budget to achieve the project outputs.
Requirements:
  • At least Bachelar’s degree in Finance, Business Management or Related field or equivalent.
  • At least 3 years of work experience in Finance with project, government, development partner, NGO, government ministries or private sectors.
 

Project Administrative Assistance

Position Summary

The Administrative Assistance will work under the direct supervision of the Project Coordinator/ National Project Manager (NPM) and work closely with Project Team.

Duties & Responsibilities:
  • In addition of and to general administration responsibilities, supervise activities concerned with office and grounds maintenance, security, transport and similar services;
  • Draft correspondence relating to administrative matters and follow up the sent-out
  • Maintain files of rules, regulation, administrative instructions and other related documentation (both hard copy and electronic);
  • Assist in organizing meetings; workshops and seminars;
  • Assist the NPM in liaising with external contacts to assure smooth operation of the program, i.e. other line ministries and agencies, local authorities, development partners, NGOs, and others;
  • Arrange all travels for mission related to the program, including visa, flight and hotel booking within and outside Cambodia;
  • Ensure all logistical arrangements are carried out smoothly;
  • Record keeping of project documents, including financial in accordance with audit requirement; and
Requirements:
  • At least Bachelor’s Degree in administration, Business Management or related field.
  • At least 3 years of work experience with administration with project, government, development partner, NGO, government ministries or private sectors.
